It's kinda long winded but basically two omnipotent beings pass time by making bets with each other, especially by having speedsters from other planets race each other. The loser gets their planet destroyed. The Flash gets caught up in this and, for reasons unknown to me, ends up making a bet with one of said beings that he can get to Earth before said being can. Said being can teleport there instantaneously so The Flash had to move faster than instantaneous.
No, it was a 100% serious moment.
For what it's worth, The Flash has shown, on numerous occasions, that he can run fast enough to travel forwards or backwards in time so him arriving at his destination before he left really isn't that noteworthy. I don't know why he had to go through such a convoluted process in order to do it.

Rather, I think the best comparison is a Greek god, especially Zeus. Being able to do whatever he wants on account of being overwhelmingly powerful? Check. Being temperamental and cruel? Check. Helping to keep things in order and mainly doing his job, not without a softer side? Zeus did uphold things like Sacred Hospitality, so check.

Also, I guess he just doesn't care about the erasure rule, because he cheered triumphantly when he won, despite the fact that if he had lost, he could've still fought strong opponents....except without the blowing up universes thing. So props to Goku for staying classy I suppose. I'm kind of hoping Toppo just beats the hell out of him now really.
I think they're settling on bad guy for now. Especially since Toppo is, in all likelihood, going to lay Goku flat for this.

Like they think he's in scheme with Zeno & that the tournament is largely for the former's pleasure & due to his association with Zeno they think he's special or something.
They most likely believe Goku is putting up some kind of front & that there's more to him which is that he's some kind of sinister figure.
