Thing is, Bulma was played for laughs, not for sexy. And the woman who defeated opponents by weaponizing Distracted by the Sexy also wasn't really played for fanservice, she was played to make Nam look better.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariI meant major characters Ranfan didn't appear after the 21st Budoukai. Also, both her and your Bulma example come from when the manga was primarily a comedy manga. I feel like they were played more for laughs than to titillate people.
Let the joy of love give you an answer! Check out my book! The only real times in the franchise where blatant sexualizaiton occurs is the original series with Bulma being the primary source, but even then its Played for Laughs as it is either at Bulma's expense, and/or attempts at using it fails on everyone but Roshi.

DAMMIT MARK, STOP HITTING HELPY!!Heh I am ashamed to admit I did get a little turned on when I first saw the figurine. Baser insincts & all, you get the drift.
Ya know when complaining about fanservice, the complaint usually revovles around the women being oversexualized in some way either exagratted figures, very skimly clothing or constantly being put into sexual poses or situations despite how nonsensical it may be.
DB never has that. It helps that most of the women have normal poportions more or less due to the art-style.

"I am Alpharius. This is a lie."But that just makes them look beautiful-er...
DB, the respected.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.Actually, I agree. I find the exaggerated proportions of most art intended to be erotic to be offputting, not sexy.
Also I just cannot understand why so many guys are obsessed with large (often cartoonishly so) breasts. I suppose it could be the fact that every female in my family has had large breasts (my sister had to get a reduction because of how large hers were), or that I live in a city where large breasts are the norm, not the exception, so I don't get the obsession with big tits.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariAlso, it was very positive when the series was rounder in its art style...

For Japan, it likely stems in part from the fact that naturally large breast are rather rare. American pop culture osmosis might have also had a hand in it but who knows.
I also know that there have been studies done on that topic but I can't remember their results. I wanna say it has to do with larger breasts being equated with a more viable mate way back when but I really can't remember.
Let the joy of love give you an answer! Check out my book!Dragon Ball Heroes Ultimate Mission X Trailer:
It has every mission and character up til right before Super DBH released, and even has a few Super DBH characters if you pre-order. This new UM has an original story with cutscenes, over 3000 playable cards, plus you can customize characters, teams and even your own missions!
Man, I really hope Bamco considers bring this over.

Sooo, what's the actual problem?
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. How well did Fusions do here? I feel like that might play a factor in whether or not it gets localized.

Nintendo is the worst when it comes to screwing with people on youtube, Nintendo of America's censorship borders on draconian and they're, in general, obsessed with keeping a 'family friendly' image.
Also the 3DS is horribly expensive in Argentina.

That really only applies to their own games, not 3rd party stuff...
On one hand, Nintendo published Bayonetta 2.
On the other hand, NoA censored the hell out of Tokyo Mirage Sessions #FE for absolutely no reason.
People over at NoA and NoE are also on all the drugs and changed all swords to sticks in Fusions.

Let the joy of love give you an answer! Check out my book! And yet Fire Emblem Fates kept every single bit of its incestuous subtext and the explicit Kissing Cousins.
I'm beginning to think their priorities are skewed.

This song needs more love.I checked the characters you can play as in Heroes & damn they have Majin looks like Kid Buu. That's awesome, totes the type of Majin I want to play as. The Androids look cool too.
How well did Fusions do?
They are not logical, that's for sure.

"I am Alpharius. This is a lie."Nintendo is a big company with loads of executives who have enough power to affect change, so you get lots of different things coming from it.
Generally, though, Nintendo tends to frown on T and above.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariYeah, that's why they'd never produce any franchises like, say, Fire Emblem, Metroid, Fatal Frame, or Xenoblade, and never allow any sort of crossover content with franchises like Metal Gear or Bayonetta.
They sure do frown upon franchises like those, at least one of which has been getting prominent exposure and billing lately.

You cannot firmly grasp the true form of Squidward's technique! It's also not like an entry in the Zelda franchise isn't rated T for Teen.

Well, there was that one lady in the first tournament arc who attempted to distract her opponents by stripping.
And Bulma was, for a time in the earlier parts of the story. Like, there was an arc or two where her only outfit was a playboy bunny costume.
I have a message from another time...
