Edit: Also, I can see Frieza's mind eventually snapping in his hell and him going into a deranged state where he actually loves the company. It's still horrible in its own way, but Insanity Has Advantages.

1) I think a good percentage of the Western fanbase is comfortable with the addition of the name. It's pretty easy to assume because her entire family is themed around underwear.
2) They live in a psuedo-shared universe that exists in a largely comedic franchise. Arale does exist in Goku's world. There's nothing saying Arale exists in another world where Goku does not.
Unless Toriyama wrote it in a guide somewhere.
I'M MR. MEESEEKS, LOOK AT ME!On Dr. Gero, he was a person before becoming (mostly) robotic, and the human part is still what made him who he was. On Cell, though artificially created, he was definitely "alive" in the traditional sense that Gero's other creations (sans Lapis, Lazuli, and himself) were not. So him having a soul probably makes more sense than him not having one, I'd imagine.
I think the scene with the various dead villains spectating the fight between Goku and Kid Buu from Hell was in both the manga and the anime, and Cell was among them, so Cell having a soul could be cannon.
Speaking of which, an idea for arc that would come in between rounds of the Universal Survival arc could be where a villain manages to tear open a portal to Hell and releases almost every single canon villain with a soul who has ever died in the entire series upon Earth with many of the Frieza Force and the Red Ribbon Army being used as canon fodder; and the only heroes left to defend the planet are Trunks, Goten, Chaotzu, Jaco, Videl, Chi Chi, Yamcha, and Yajirobe, the latter four being forced out of retirement for obvious reasons. Leading the villains would be either Cell or Captain Ginyu still within Tagoma's body, as they are the most powerful, with the Ginyu Force being the main dragons along with Demon King Piccolo. The major notable exceptions include Frieza, as by the time he's being recruitment his punishment has utterly broken him; Kid Buu, who's soul was either obliterated by the Spirit Bomb or already reincarnated as Uub; and Zamasu, whom was both obliterated by Beerus first, and then by Zen'O.

I got this from a You Tube comment but he said Cell's Hell is maybe being stuck in a gym surrounded by people with perfect bodies while being forced to run on a treadmill forever in a vain attempt to get fit as his body is now obese & lazy thereby completely destroying his self-esteem but he can never get any fitter.

How about combining the two? Imperfect Cell is stuck on a treadmill, being morbidly obese as well as imperfect, surrounding by people in perfect, fit bodies and he can't eat any of them before he's forever on that treadmill.

My math is poor, so I was wondering if anyone crunched the numbers on the Hyperbolic Time Chamber / Room of Time and Spirit.
It seems that, if we take Piccolo's statement in chapter 488 of the manga (when he sends Goten and Trunks into the room to train while Buu is on the look out), 15 days is equivalent to 1 hour. He also states that one minute outside is 6 hours there
...right, I hadn't meant to answer my own question in the post, but when I checked that chapter to see how long there were there for, I ended up getting my answer.
Still for those who didn't know, it's pretty fascinating. I'm still curious how that relates to seconds (how much time passes inside for a single second outside.?) Since I've sworn off math forever, I'm not totally sure, so I'll let someone else take a stab at it.

I think Demon King Piccolo's eternal punishment in Hell to be strapped to a throne designed like the Ludovico machine from A Clockwork Orange and forced to watch his son's gradual transformation from revenge seeking villain to caring and loving uncle to the granddaughter of the man who killed him constantly 24/7. XD
