Plus while he's a bad guy, he's clearly not the same type of bad guy as Freeza. They clearly go about their business very differently.

Check out my art if you notice.There is not much stopping Frost from being redeemed as he has done nothing objectively worse than whatever a lot of the cast did. I mean he & Vegeta pretty much had the same job, the only difference is that Frost relied on trickery while Vegeta brute forced his way into the conquering of planets.
It also helps that he has not personally slighted Goku too much. Of course he hates Frieza, dude brutalized his friends, son & murdered his best friend in what he thought was forever. Frost just cheated which isn't that bad.

That's really all there is too it. Hell even Frieza's Va wants to voice a good-guy version of him. Its like wanting a heroic version of Lex Luthor. Having a good-guy version of a longstanding villain is just spontaneously cool. The reverse is the same, the Crime Syndicate are literally evil versions of the Justice League & their cool for that reason alone. In Batman The Brave & The Bold, the Red-Hood from another universe is pretty much good-guy Joker & he was awesome.

Everyone else who followed him on the former (Tao, Tambourine, Piccolo) promptly failed at the latter.
Of course, the reason Roshi never lost a rematch with Goku is because they never had one, but still.

There is a non-zero % probability of Roshi winning anyway - he knows all of Goku's moves better than Goku does, after all, and the power difference was not large enough to negate the humongous gap in skill.
