I mean, a fanfic I've read had it so Dabura was sent to Heaven like in the anime, but he didn't become good and instead terrorized the place from what Videl and the others said. When it came time for the Fusion Reborn part to be done (it took place after Kid Buu's death just like in Shin Budokai), a much stronger Dabura came back to life as well; he stayed in the Afterlife though and went down to Hell to face Goku and Vegeta (he had beaten Pikkon beforehand), which led to Janemba grabbing him and dragging him into a portal with him and coming out as a single fused entity.
Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Babidi's magic doesn't necessarily make someone stronger. He specifically mentions when he takes over Vegeta that he'll ALSO draw out his dormant power, the same thing Guru or the holy water does.
Not everyone has the same dormant power, and it's possible to train enough to fully realize yours. So it could be that Dabra didn't have anything to draw out.
edit: I like Dabra, but no, I don't think he'd make a better villain for the arc than Boo. He'd seem more suited to be a movie villain or something.
I like the idea of a what-if exploring his more, though.

This song needs more love.Dabura being the main villain instead of Babadi wouldn't be too hard. Babadi thinks Dabura is under is control but Dabura is just using Babadi to make himself stronger and amass an army for expansion into the Light World, having already conquered the shadow world. Majin Buu is just to be another pawn of his. Babadi realizes Buu is dangerous and tries to seal him in the ball but Dabura kills him for having outlived his usefulness. See, Dabura mistakenly thinks Bibidi created Majin Buu, and now that he has him, the wizards of the demon world can mass produce him for an evil army. Buu can't be mass produced so easily and his does disobey, defeating Dabura and becoming a threat to life on Earth.
Years later we learn Majin Buu was a primordial being Bibidi only learned to summon and seal. The net result is that nothing of substance really changes, we just get more underlings besides the ones Babadi controlled and an extra chapter or two of the manga. Maybe not even that much because we don't get Babadi's revenge quest against Goten, Trunks and Piccolo.

Buu's still an accident though. It's just the accident is the primordial being encountering the evil of humanity, absorbing it and becoming destructive. And it makes Buu less of a Cell knockoff, at the expense of making Buu more of a Lavos knockoff...and that works better to me because Chrono Trigger, which I've never played and know almost nothing about, came out around the same time as the Buu Saga and involves the same plot.. I can imagine fans of both squeeing in joy seeing the plot lines parallel to each other unwrap, except Toriyama had to burn out and stop drawing the manga and Chrono Trigger apparently had a pretty terrible sequel, from what I'm told.
Look, from what I know of editing pages on this wiki, Lavos is one of the most popular villains in nerdom, alongside the likes of Kefka and Ganondorf. I'm holding out the hope that even though Buu is no longer a villain, some of that essence that made Lavos so popular will seep into him at least by the time "Super" reaches the epilogue.

Because I'm fairly sure that, had Buu actually come across humanity and gone evil because of it, it would've wiped out humanity well before there was anything or anyone around Earth that could defeat it.
Not really.
Cell can eat people, but while a lot of people like to go "but what if he absorbed X?", Cell has never been even implied to be able to absorb anyone the same way he absorbed the androids, and it makes sense, he was designed to be completed by absorbing 17 and 18. Everyone else, Cell eats, and that's a very large difference.
So while Buu could absorb Goku, Cell cannot.
