Toriyama has apparently said that 17 and 18 could get stronger if they trained. It's possible they still have some ki (they are still partially human) but since they rely on their infinite energy generators, it's so low that it likely can't be detected by most.
Outside of 17's barrier, I've never seen them using more complicated techniques until 18 pulled off the Destructo Disk during her fight with Mighty Trunks Goten Mask, which makes me think Krillin might have trained her to use what little ki she still had to do it.
That's just a theory though; you're likely right that he just wasn't targeted. If he saw it coming, he might have been able to save his family....until Kid Buu blew the whole planet up that is.

Even if he could sense it the moment it was fired, if it was moving at a speed at which it was too fast for 17 to react to, Tien would've gone from "What's that" to "Shit I'm dead" in less time than it takes either of us to blink.
Remember: Normal people could see them coming. The attack was immensely wide reaching, but it was slow and weak.

Yeah, 17 was probably fine. Hopefully, so was his family. He would have definitely been strong enough to protect them from something that weak.
But yeah, this just proves that Buu is better at wiping out humans then Black-Masu and immortal Zamasu.
The only thing I can think of beyond them not knowing the technique is that they wanted to do it slowly to cause suffering to humans.

That makes them worse then Buu in a sense. They weren't just killing humans, they were going out of their way to make them suffer.
I mean, Black did announce that he was destroying humanity for the sake of justice. He had to justify what he was doing to himself.

So filler only stuff is stated to only show up in the anime, and even the stuff on character pages like the Super Saiyan 4 form is preceded by a note saying that it's not a part of the main continuity Toriyama made.

Mephiles, WARP SHINKA!I mean, the big problem with systematically wiping out all life everywhere is the transit time in-between planets, which is a nonfactor for Black and Zamasu, because they have godly teleportation. If it takes them, say, a month to kill everyone on 1 planet, and there are 3,000 life-bearing planets in the universe, than it'll takes Black and Zamasu 250 years to kill all mortals everywhere, which is a blink in the eye for life-forms that live 75,000,000 years. Even if Black starts dying of old age from Goku's body, they could've just fused and been eternal.
It would actually be an interesting plot to see Bulma try to upgrade 18''s (and/or 17's) power source or abilities in some way. Especially since Bulma's inventions and influence have gotten a lot of play in Super already.
I mean, it's not going to happen, but still.

Black himself said he didn't know whether the rift was an opening into another world or not, and we did see copies of Black coming out of it. What if, in actuality, the Z-Virus were to come back through that same rift, having escaped to that other world before Zeno hit F5? Zamasu's explosion targeted every living human on Earth. Maybe it also seeped through that rift and, sensing the humans alive in that future, is currently busy annihilating the "other" future that Trunks and Mai went to.
I mean there has to be another episode showing what happens to Trunks and Mai in the duplicate future, and there has to be some sort of threat for them to deal with.
Except there'd be no way for Trunks to deal with that. Except maybe for Whis showing up late and dealing with things in his own special way.

Also, a thought. Zamasu becoming a giant cloud of particles is kind of neat. He wished to be "immortal." Vegito stress-tested this, punched him, kicked him, stabbed him through the gut, blasted him. Trunks went a step further and split him in half. Well Zamasu can't be "immortal" without a body, so the Dragon's magic compensated by transmuting him into a gas form. There. And if Superman were by chance to show up and suck Zamasu into his mouth, Zamasu would become Liquid Zamasu and start raving about his inferior genes or something.
"Immortality" doesn't have to mean "stays in the same physical form." I bet if this arc didn't need a conclusion, Zeno's obliteration of Zamasu would've just turned Zamasu into some kind of malevolent thought-form, a malicious intent in the back of everyone's heads telling them to "kill all mortals," or just Anime Freddy Kreuger, what have you.

I'M MR. MEESEEKS, LOOK AT ME!Well, since I'm reading the manga again, I feel I should bring up that even though people are always whining about Gohan, he does say, after watching the epilogue budokai, that it was a mistake not to participate.
Also, Goku has only visited Bulma twice in ten years, because he was busy training, keeping his promise to the Kaioshin that he would train to ensure Buu would never be able to beat him...and he says Pan has been training harder than anyone else. Not yet enough to win the Budokai, but still, wrap your head around that.
And I maintain that Buu had to be training too or else done something to raise his power level, because Goten, who had been training with Goku, was still afraid of fighting Buu in the budokai. And as we have learned, this was post god Goku he was training with...every time I look back on that I'm filled with disappointment. I need to stop doing that.

17 likely wasn't targetted at all, Buu almost certainly locked on to every ki signature in the world at once to do what he did and 17 doesn't have a ki signature to lock on to.
