No body is ignoring the fact that what Trunks did was wrong (even he knows he shouldn't have done it) but if the fact of all the shit he's been through, and all the good he's tried to done, just shutting him down isn't something anyone can do straight up.
Hell, it's clear even if he doesn't know the full story, even Future Gohan knows Trunks did something he shouldn't have. I got the impression he was well aware that he wasn't supposed to survive this battle, even if Trunks never got the chance to say it outright.
We'll see how it works out in the end.

Either way, it seems like she's still considering it, probably for all the reasons stated before. I mean, she doesn't make a decision right then or there, but that doesn't mean she's gonna let it slide.
She is the Supreme Kai of Time. She might have a slightly better idea of potential consequences then anyone else.

Honestly one of the most disappointing parts of Xenoverse is just how little creativity goes into the story and parallel quests, mostly because it's much more multiplayer oriented than it should be.
The fact that we only ever fight the bad guys is very disappointing, and it's always the same thing, Towa makes a villain stronger than they're supposed to be, jump in, save the day.
The way I would make Xenoverse is that there's no villain at all, rather, it's a Time Squad type of thing where history is a rope that is so long that it's getting frayed and tearing apart, so we need to go back and fix it when it does. Have stuff other than just beating up a bad guy happen, like, I dunno, having to go all over the world collecting the dragonballs (and I do mean all over the world and not just Namek) because the heroes couldn't do it in time to revive Goku before Nappa kills Gohan, or having to protect Freeza from Super Saiyan Goku while he goes 100% because Goku is both too furious to spare Freeza out of kindness and not furious enough to spare him out of cruelty, or maybe even having to beat the tar out of Goku and Vegeta because they decided to deal with Majin Buu first before having their final all out no holds barred ultimate showdown of ultimate destiny while making sure to not kill either of them, etc.
Basically, what I'm saying is, I want a more original plot for Xenoverse 3 than just Xenoverse 1 and 2 again.

And I know what you mean. One of the NP Cs mentioned how he had to ensure the Saiyan war on universe 7's Planet Salada happened, i would have loved to have played that.
So was the reason for the destruction of Planet Salada retconned now, because the original reason was that the Original Super Saiyan destroyed the whole planet by self-destructing, because his power was too great for his body to contain any further.
Which ironically, was the same problem Broly had in his first movie, as he had to let out a lot of energy midway in the big fight scene due to his ki rising higher than he could comfortably contain.

In fact, if Episode of Bardock is treated as canon, we know exactly who the first Super Saiyan was and we also know that he was completely fine and able to control his power.

I will say that, if you were a Saiyan that survived the destruction of a planet, you'd likely Zenkai enough to reach Super Saiyan.

Ok, I get that, but again, after all he's been through (and after what we've seen happen to another Trunks in Super) the boy deserves some happiness.
Hell, the reason that Skot didn't erase Trunks' timeline changes is because she's planned to take action herself, so she decided to cut him some slack.
She more then anyone likely understands how much Trunks truly deserves something resembling a happy ending, and that's why she's not immediately jumping to alter things back to how they were. I mean, if there's a possibility that making things better won't cause any problems, I can see why she's taking time to think about it.
Of course, there's still the high probability that Black is still gonna come and wreck his shit, so Trunks may ultimately still lose anyway.
Edit: I'm gonna look at that as her wanting to at least her the Cac's opinion because s/he'd done more then enough to earn a say in the matter.
Plus, I was under the impression that, while she's making the ultimate decision on the matter, she hasn't totally ruled out fixing or not fixing.
