Okay, Pushover, Saiga, you probably already know I was wrong but let me clear it up in case there are lingering doubts.
In Xenoverse, there is a Z soul or something attributed to Tien that makes a character immune to Kamehameha variations. I assumed this was a reference to Tien deflecting one and for some reason came to the idea that he and Tao Pai Pai were immune to the move.
Reading the relevant chapters over again reveals that only was no special technique used or immunity mention on Tien's part but Jackie Chun went on to deflect Tien's Kamehameha in a similar manner.
But that raises the question of why sparring with Tien makes you immune to Kamehameha variations? Flanderization in effect?
Buldogue's lawyerRoshi just held out his hands and deflected Temshinhan's shitty, unpracticed Kamehameha, no special technique necessary. Actually, if not for the Fan Wank that Tenshinhan is somehow immune to the Kamehameha, a Ki enhanced Kiai that deflects Supers and can be charged to deflect Ultimates could be a really cool Super/Evasive move in Xenoverse.

I choose the weakest Z fighter, and the Champ!
To win, you need to adapt, and to adapt, you need to be able to laugh away all the restraints. Everything holding you back. Then you should have chosen Chiaotzu who is far weaker than Yamcha, and still leagues above Mr. Satan. Honestly, outside of bad jokes, I don't understand how this is supposed to be a real question.
At the same time, Hercule should be far stronger than when we first meet Yamcha.

There is one reason to assume it isn't - and that's the fact that it didn't.
However, a much, much, much weaker attack did blow up the moon, so it's not outside the realm of probability.
Anyway, there's nothing that sets up Yamcha as a planet buster. He is definitely a Mountain/Moon Buster since he is stronger than Radditz, but other than that, we have no real measure of his power.

look like a total b'tch
.
No telling if nanomachines react to energy attacks, but since Yamcha typically does hand to hand he'd lose that battle.
Didn't care for that either, but at least that had some precedent because we saw Vegito use it. Swords are all elegant and jazz, I could see a superpowered alien warrior coming up with such a thing. A Ki Scythe? That sounds like something a fan would come up with to make their OC Xenoverse character st... it would make for a good unique special in Xenoverse, but it looks odd anywhere else. Scythes aren't very practical weapons anyway. RWBY aside how many other scythe-wielding characters are there in battle anime? That someone would take the effort to conjure one out of spiritual energy says they really want to come off as intimidating.
At least the sword was hard to predict and put a Goku-sized hole in Vegeta's ribs, adding insult to injury.
This too. If Black hadn't said "I don't know what this does," I would've thought the scythe was completely weird. That even he doesn't know what it does makes it funny.
I'd laugh.
Ugh.

I'M MR. MEESEEKS, LOOK AT ME!A'ight, does this seem like too much, or is this reasonable?
Also, is it possible in a 2/3-year development period?
Extremely unreasonable. Especially for a 2/3 year development period.
Ignoring transformations you have 175 characters, which is unmanagebly high, and adding CAC and transformations on top of that is extreme.
If I may make a suggestion to help trim it down at least a little bit, maybe drop the 'majin' forms and instead just make the majin 'M' a character accessory?

You cannot firmly grasp the true form of Squidward's technique!

A human so smart she once broke the space-time continuum and stepped into the realm of the gods through sheer brainpower.
Hell, come to think of it, Dr. Gero created a being that could've shitstomped the Supreme Kai, thus killing Beerus and effectively becoming the strongest being in the universe had Cell beat Gohan.
Humans may not be very powerful in the Dragon Ball universe, but human brainpower is fucking scary.
