Yes, there was a point where he was actually thought of as a badass in Japan, IIRC.
However, strong as he might be in real life (and yes, even jobbers are much stronger than your average Joe)... he would not be exactly impressive in the World Martial Arts stage of Dragon Ball. I'd like to remind you, even at a level at which they could move so fast as to be invisible to the naked eye, the main gang did not completely outstripe everyone at the World Martial Arts tournament the first time.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariAnd yet Hercule managed to win legitimately once Goku and his friends stopped showing up; seems more like all the special people just stopped showing up to the tournaments, leaving it mostly filled with just normal human fighters. Plus, half of the fighters we saw that never showed up in the series again...really weren't that impressive to being with.
Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!IIRC, the interviewer questioned him on Satan winning his first tournament legitimately and Toriyama said that he got lucky through all his fights since his opponents had illnesses or ailments or what have you that prevented them from giving him a legitimate challenge.
Basically, in that interview Toriyama went out of his way to make Mr. Satan a character so jokey that he makes Dan look uber badass by comparison.
That is if it's legit.

himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariThing is, I was looking for the original one I saw which was in Spanish, did not think to search in English for some reason. Le derp.
This is what I'm talking about, where he acknowledges that yeah, Mr. Satan is strong, but he actually won because of both that and his ridiculously good luck.
Instead of him being strong enough to beat the really skilled martial artists, he fought much weaker opposition and got good luck on top of it, given the implications of the overcommercialized Tournament. Granted, I don't think it's explicitly stated that it began before he was champion, but given the fact that nobody thinks any of the esoteric techniques are real, I don't think anyone strong showed up to the tournament.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariIt's funny, but it's also wrong as balls, because Majin Buu happened 5,000,000 years ago, and one of the Kaioshin from back then is still alive and kicking.
I think the figure they meant to give was 75,000,000 years, not 75,000. It'd be like living a million years for every mortal year. 75 is not super young an age to die at after all.

himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariWell more like I don't understanding the wording, with the three Kaioshin working in shifts and that "currently-inactive" thing.
Also, that honestly seems like the new canon now, considering both alternate universes we've seen so far have only had one Kaioshin present along with an attendant.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Nam wins, for sho.
Also nonsensical because there were five that existed, given that they're named after the cardinal directions and there was the Dai Kaioshin, at one time.
The plant thing can totes mesh, no problem, though.

himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariActually, why does the Kaio Zamasu look so much like a Kaioshin, when the Universe 7 ones wear sunglasses, have antenna, and have bug wings (at least in one artwork)?
Actually, what the hell is Kibito then? If he's a Kaio like the other ones, then why does he look so different compared to them?

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Normal Kais live about 75 000 years. But Supreme Kais live for millions of years.
Kibito is just a member of the race.
Here is the entry on it from the DB wiki

I occasionally wonder how Mark compares to guys like Nam and General Blue who were sort of halfway between normal and superhuman. I certainly can't see him standing a chance against Tao.
