"Power level" is the unit of measurement. So, over 9,000 battle power units (it was over 8,000 by the way, not 9,000). Whether or not they're exactly proportionate to destructive power and speed (for example, whether or not 10,000 BP points can destroy 10 moons if 1,000 can destroy one) kind of zig-zags in both the series and guidebooks, likely because Toriyama couldn't do math.
There's the later system of units, kiris, but those don't appear to be proportionate either: Dabra says 200-300 kiri units is enough for a being to destroy 1-2 planets, but Yakon, who was similar to base Goku in pure power, had a mere 800 kiris. Base Goku by this point is over 100 times stronger than 1st form Freeza, so he should be able to destroy a lot more than four or so planets like the kiri numbers imply. So those don't appear to be proportionate either.

Maybe. Dabra did imply that while 200 kiris would destroy one planet, 300 could destroy two, rather than 400...
Speaking of alternate timelines, here's my movies theory:
Movie 1, 5, 9, 13: main timeline.
Movie 3: Goku saves everyone from getting killed by Nappa and defeats Vegeta easier as a result of having everyone's help. They stay and train on the planet without going to Namek, but the presence of many powerful warriors on the planet and their defeat of the saiyans draws the attention of the space pirate Tullece.
Movie 4: things go slightly differently on Namek, so Freeza gets overwhelmed by the Spirit Bomb. Slug, For Want Of A Nail, finds Earth and gains eternal youth with the Dragon Balls, determined to become the universe's strongest warrior now that Freeza is gone.
Movie 6: 16 is never activated. Kamiccolo manages to defeat 17 just barley, probably with a big blast, while Goku, Vegeta, and Trunks take out 18 in a triple team. Trunks is given Bulma's remote to destroy the androids in his future, and Kamiccolo later kills Imperfect Cell before he eats those humans. Something slightly different goes on during Cooler's 'death', causing him to fuse with the Big Gete Star and head to New Namek.
Movie 7: similar to Movie 6. Kamiccolo and the Super Saiyans barley defeat the androids. New androids are created to fight them in a back-up plan by Gero's computer, the same one that 'created' Cell. It and Movie 6 are possibly the timeline where an alternate Trunks comes from; the one who destroyed the androids with the remote Bulma built, but was killed by "OUR" Cell.
Movie 8: Vegeta kills Cell. Goku and Gohan, now seeing that they're unneeded, exit the ROSAT early. Trunks stays around for one last adventure, with Broly.
Movie 10: Goku kills Fat Buu when he has the chance, explaining why he and Vegeta are nowhere to be found. He doesn't teach the kids fusion, deeming it unnecessary. Bummer, because SS Gotenks would have roflstomped Broly to hell and back (literally).
Movie 11: same; someone just creates a clone of Broly, while they obviously couldn't in the main timeline.
Movie 12: SS Gotenks kills Fat Buu. Either that, or Goku kills Fat Buu, but still teaches the boys fusion. Explains why Goku and Vegeta are dead, Majin Buu is referenced, and Gotenks can exist (whereas he couldn't in Movies 10 and 11). Could possibly fit in the same timeline as 8, 10, and 11, if he somehow managed to teach the kids fusion from the Afterlife. Maybe by communicating with Piccolo through Kaio.

When is that stated in the movie? The movie indicates the opposite. Trunks and Vegeta still use Grade II Super Saiyan (at the Cell Games, they were mastered Super Saiyans), Goku isn't much stronger than Vegeta (he was waaaay ahead of him at the Cell Games), Gohan is the weakest Super Saiyan (at the Cell Games, he was the strongest by far), and everyone seems relaxed; Goku is attending meetings with Chi Chi about Gohan's school. In the 10 day wait, the whole world was locked down in terror.

Yeah, they were. They didn't bulk up anymore (a sign of Grade II, the form they used against Semi-Cell) and they had the mastered Super Saiyan aura, which is distinct and different from the regular Super Saiyan aura and the Grade II aura.
No he wasn't. He was stated and shown to be faaaaaaaar stronger than his father in just his SS form. The SS 2 form was necessary to let him overcome full power Cell, but not the Cell that Goku was fighting, or Goku himself. It may have looked like he was a weak Super Saiyan if you missed the scene where Cell said he'd have to power up to fight Gohan.

Not as bulky as he should. It's more like the angle makes him look bulky, when he's actually not.
Perspective doesn't matter when it comes to auras. They're pretty consistently drawn no matter what position someone is in. But that was mostly to correct you when you said that Mastered Super Saiyan had no aura.

On Vegeta... well, he was about 2 million. Goku was 3 million. If they both SOMEHOW had the max level kaio-ken, they'd be 40 million and 60 million. It wouldn't have helped at all against Freeza, who was ~84 million in his base form and 120 million when buff. He wouldn't even need to be buff to crush them both with ease, even if they wouldn't get tired after a few attacks each (which they would).
