Heroes should never be used as a power gauge. They had Sorbet fighting evenly with a Super Saiyan, and Goku and Vegeta fused as a Super Saiyan 4 to take down Wheelo.
They also had Turles, Cell, Frieza (pre-Reserrection), and Super Android 17 ganging up and give a hard time to people like Buu and Super Saiyan 3 fusions. Only Super 17 should be an even remote challenge.

himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariI think they mean that Goku and Vegeta's finally duel was stated in Online, before the whole introduction of god ki and them becoming gods, so they wouldn't be long lived. In fact, Goku was nearing his end around his 60s according to Online, which goes against Super's statement of Saiyans staying young until 80.
Short answer: Both are technically canon since they both use Toriyama's outline as a base.
Long answer: The anime is considered the main produce, while the manga is meant to advertised the anime and is a monthly publication in a lesser known magazine instead of a big magazine like SJ, so less people read the Super manga. On this site specifically, the anime is treated as the primary source with the manga being secondary or a complimentary source.
However, which one is more canon comes down to preference and some mixed both sources together.

Honestly, I chalk it down to the anime coming first and the manga second, same as I do when the manga comes first and the anime second. First is canon, the second has the first as canon but its own stuff that isn't in the first isn't canon to the first.

The manga is drawn by probably less than 10 people while the anime probably has a team of 30-50 doing all of the work and cranking out new episodes. Who knows where and when Toriyama is. If they have given us any news about what he does in regards to Super, it's all in Japanese and no one's translated it yet.
So what everyone else was saying. Nothing's really more "canonical" than anything else at this point. To paraphrase what someone else once said, canon is whatever the person invoking the word prefers it to be.
That doesn't mean if you like Evolution that that becomes canon. Liking Evolution means you get the hell out of here and never come back.

MEESEEKS, LOOK AT ME!We know Toriyama writes the outline like he did with the movies, Toei storyboards it, cut the story into episodes, add and changed things, and sends the final draft to Toriyama for final approval. So the anime is oversee by Toriyama, he just a little more hands on with the manga since he is a manga artist.
Also, going by Resurrection 'F', Toei tends to stay as true as possible to Toriyama's outline. If you read the original script for Resurrection 'F', it is very accurate to Toei's script except they fixed several plot holes and omitted the part about Frieza hiring mercenaries. The manga adaption of the movie took more liabilities, so I wouldn't be surprise if it's the same with the Super manga, especially since Toriyama gave free reign to the manga put their own twist.
Of course, this is all assumption until see Toriyama's original script.

The anime came before the manga, but it doesn't change that both are adaptations of Toriyama's original script. We really can't know if what canon is unless we know what TORIYAMA wrote.
Or if an official canon is actually constructed.
The franchise is in a weird situation that doesn't neatly fit into what most people define canon as.

Well he's supposed to be the Goku from Online from what I've heard; i.e the one who had that final battle with Vegeta once they were close to the end of their natural lives.
