Can't say I'd have expected Meta-Cooler if that's the case.
That means we'd only be missing Garlic Jr., Wheelo, Hirudegarn, Android 13 and Bojack for movie villains in that case.
And I'd find it hard to believe they'd ignore Bojack considering he's usually thrown in when movie characters appear in a game.
Yeah I doubt that Bojack (or Android 13 for that matter) would be left out. Going by past games, the hierarchy for (non-canon) movie characters seems to be: Broly/Bardock (tied), Cooler, Janemba, Bojack, Android 13, Turles, Slug, Hirudegarn, Garlic Jr., Wheelo.
