Roshi's got a lot more tricks in his bag then Goku does at that point, and his knowledge of Tao's rep means he'd rely far less on brute force then Goku did back then.
I'm sure he could think of a way to beat Tao through his superior wisdom.

Do we know if he was as strong or stronger then Tao back then? We know he surpassed him completely by the time of the next tournament, but knowing where he stood compared to Tao at that point would get us a good idea of how Roshi would have fare.

139 was his power level when Bulma read him in the Saiyan saga, but considering the last time he seriously fights is in that fight with Ten, I can believe he'd never grown stronger since that time.
One Strip! One Strip!I would debate "much better fighter" to the edge of the earth. The 21st Budoukai proved, if anything, that Goku was Roshi's equal.
My various fanfics.Roshi and Tien were almost evenly matched at the 22nd World Martial Art Tournament. Roshi admitted that he most likely would have lost if he didn't forfeit, but it was a pretty close fight with him surviving a knee to the back of the neck by Tien that should have left him comatose according to Tien.
Goku and Tien were complete equals, and it was stated several times that Goku has gotten much stronger in the three years since the Red Ribbon Army Saga, and Goku tore Tao up after he was trained by Korin. So that would mean that Roshi would be stronger than Tao since he was only a little weaker than Tien who is much stronger than Tao.
Also, Roshi said that he trained for the 22nd World Martial Art Tournament so he wouldn't fall behind, while Roshi noted several times in the 21st World Martial Art Tournament that he was old and out of practice. So Tao would have beating old, rusty Master Roshi, and would have gotten destroyed by freshly trained and in shape Master Roshi. Which goes to what Master Roshi said about not having the stamina to take out the entire Red Ribbon Army all at once. Basically, Roshi was a Glass Cannon.
And finally, those Dragon Ball power levels in the datebooks are highly flawed. Not to beat dead horse since this was talked about to death and I don't want to opened that can of worms again, but the datebooks claimed that King Piccolo had a power level of 260 after he got his youth back, while Goku before training had a power level of 180. This is despite Old Piccolo, who is weaker, beating the crap out of Goku and saying that he was using only half of his power.

So going back and tacking on random numbers doesn't work when it goes against statements in the official work. Like Roshi always having a power level of 139, despite Roshi saying that he trained for the 22nd tournament, and he was almost a match for Tien when a much weaker Goku matched him three years ago. Old Piccolo beating Goku with half his power is just the most standout example.

Nobody ever said Roshi always had a BP of 139, not even the Kanzenshuu. That number came the scouter reading and, since it's unlikely Roshi trained between the 22nd and the Saiyan Saga, it's easy to imply that Roshi's BP was 139 at the 22nd. Since he specifically trained for that, we know that he was weaker before then. How much weaker is up for debate but it's somewhere greater than 10.
And again, Tenshinhan states that he was holding back. So was Goku. I don't care what you saw, if the character says they were holding back, they were holding back.

We should also point out that during those three years between the end of the Red Ribbon Saga and the 22nd tournament, Goku also trained. So in addition to the power up he got from his training with Korin, he was also training himself, just like Roshi.
So when they fought at the 21 tournament, they were pretty much equal, with Roshi needing to pull out a smart trick to win. Meanwhile, when Roshi is in shape, and Goku is powered up by both the training with Korin and 3 years of travelling, they are both on par with Ten, with Roshi only lacking the stamina to go the distance.
Sorry, I think had more to say, but I was off the computer for a bit and completely lost my train of thought. I'll just say here that they all must be stronger then Tao post Red Ribbon arc.
Edit: Oh right. Holding back. That's typical. Well, then, lets just say that it's waste to try and determine powers and just enjoy them as good fights.
We keep beating that horse, and it's just a pile of flesh by now anyway.

One Strip! One Strip!I'm curious what we think of the scene where Beerus claims he used up all of his power. Did he mean that, did Goku actually exhaust him to the point where he couldn't blow up the Earth, or did Beerus just decide to not be a dick.
But getting back on topic, can someone correlate the manga version of this scene, and check what Tien said in regards to Roshi? It's right here
It's contradictory for Tien to later claim "[he] was holding back" in a fight where he was covered in bruises. It would seem more likely Tien was just boasting to Goku in the later fight because he's kind of an Arrogant Kung-Fu Guy at this point in his life.
