I see no reason to assume that Popo didn't get any stronger during the Saiyan arc training when he was shown to join in on the sparring.
Also, those battle powers weren't from a guidebook. They were from Shonen Jump alongside a chapter of Goku vs Vegeta. So the errors in the guidebooks released years later have absolutely no relevance there.
There's no reason to assume either possibility...his power has not been of interest.
Whether he was stronger or weaker has always been of vague...until new revelations.

If we take Goku's 330 power level and piccolo's 322 (and that's when both are wearing weighted clothes) into account, when you are at least in the same ballpark, the gap in power isn't significant enough to give the stronger one the advantage.

One Strip!That Shonen Jump spread has Cyborg Taopaipai and Muten Roshi at 210 and 180 respectively, which is an even smaller difference than between Kami and King Piccolo, both numerically and percentage-wise. Roshi's Power Level there also directly contracts his canon Power Level of 139. Seriously, I don't see why you desperately cling to such an obviously wrong source when there are plenty of other obviously wrong sources that you ignore.
Roshi being 180 does seem odd.

The difference between Tao and Roshi at two different points of time isn't even significant. They weren't directly compared!
I'm not "desperately" clinging to anything. The battle powers work just fine by me and they're a pretty important piece of information that would otherwise be missing. Everything you've said about them "obviously being wrong" is just you clutching at straws.
Furthermore, even if there were one or two contradictions there that doesn't mean the entire thing should be tossed out. The manga itself has contradictions but I'm not just going to put on my retard hat and say "oh well the dragon balls recharged eight months after the Pilaf arc wish so I guess everything the manga says is wrong!"

Are they letting anyone join the Time Patrol now? (though to be fair I... I guess they did sort of let a random kid join in Dragonball Online, and then Trunks just "wished" a new member into existence in Xenoverse)
Goku would do more damage to the timeline than anyone. Remember that Japanese special where Trunks took Goku and Gohan back to the time when Krillin and Goku were still training with Roshi?
