It's not just Roshi's raw power, but his skill - that's what differentiates ki blasts from someone like Goku, who can launch a Kamehameha that's significantly stronger than what his powerlevel would suggest, and a ki blast from Raditz, which is only as powerful as his powerlevel suggests.

One Strip!All this talk about blowing up moons and planets made me remember that Vegeta was so angry that a low-class Saiyan was giving him a challenge that he fired a Galick Gun aimed at the planet he was on. If Goku's Kamehameha hadn't overpowered the Galick Gun there, Vegeta would've accidentally killed himself.

On the one hand, he's popular, which means he might be important power-wise. Giving him new forms will definitely sell those cards! But on the other hand, giving him SSB is going to be a little absurd and will make it even more ridiculous that the children and Gohan still don't have it. You'd think they'd use the characters who we know for certain are going to stick around even once the arc is over.
