Toriyama disliked Evolution because it's a piece of shit. Not because he despises live-action filmmaking.

Actually, Tobias, after re-reading the Tweets Toriyama made, he said that the movie will be out in August in Japan and December in English so... get hype, I guess! Live-action Dragon Ball movie coming in two months with a dub by the end of the year! Weird that this is the first I've heard of it.

It's because, unlike most shonen manga, this series doesn't really pretend that the characters never change their clothes or hair. The ones who don't change have specific reasons why they don't change.
Bulma, not wearing a martial arts uniform, naturally will show up in different clothes far more often than the others, who wear specific clothes or specific styles for fighting.
Krillin deliberately shaves his hair because he's a monk, when he's no longer way into martial arts, he stops doing so and grows it out. Yamcha likely changes it simply because he does have a social life and thus must keep with the times. 18's hair probably doesn't grow. Tien is likely to be completely bald so he wouldn't change ever. The saiyans' hair doesn't grow past its predetermined form. Piccolo has no hair 'cause Alien.
Gohan's grows like a human so naturally he has to cut it so it's not annoying for him. Presumably, the same would happen with Goten, and we know that Trunks' hair grows thanks to his future self's hair growth. Which he then cut when he was drafted by the Supreme Kai of Time, back to the bowl cut.

Okay, Battle of Gods and Resurrection F Beerus was apathetic and had a Blue-and-Orange Morality. Couldn't give any fucks, but, at his core, he was pretty much an overgrown kid. The parallels with Goku weren't lost.
Who decided having a bully instead of that was a good choice? Because damn, DBS Beerus is throughly unenjoyable as a character, quirks aside.

The 2009 one is probably why he's making this one. We know it's why Battle of Gods, Resurrection 'F', and Dragon Ball Super exist. In hindsight, Dragonball Evolution led to basically nothing but good things.
