Eh I still like it. T'was nice to see the others doing something beyond just getting stomped into the ground...
Sure they fell back into their usual role not long after but for a while we were reminded that a lot of these guys either were, or are the strongest fighters on earth.
That being said, they also came up with bullshit excuses to keep some of the stronger fighters away as well.

One Strip! One Strip!Yeah. I get that the characters were chosen because this is Namek Nostalgia: The Movie/Arc, but there's some seriously selective nostalgia going on here.
- Android 18? Stay in the Kitchen, you weren't part of the story. Krillin, you were, so you're in. Remember, this is all about consistency to the Namek arc.
- Gohan, you're in, but you were basically a Damsel in Distress during most of the arc, so don't be too awesome. Consistency.
- Piccolo, you got to be briefly cool before being promptly wrecked, so let's do that again.
- Tagoma, you didn't exist until now so we'll just make you a plot device to build up Captain Ginyu. Don't complain, this is about consistency.
- Gotenks...I guess we can make a joke out of you but then you literally have to go home because you weren't part of this story any more than 18 was.
- Tien, you're definitely in. What, consistency? Well, you did have that filler arc fighting the Ginyus so as far as I'm concerned, you're gold.
- Yamcha and Chiaotzu? No, you weren't part of Namek. Filler arc fighting the Ginyus? That's filler, don't be ridiculous.
- Kame-sennin, you're in because...uh...because...f*ck it, who cares.

This is the problem with the series. There are characters so strong that if they were allowed to fight sometimes, there'd be no tension, so they have to keep coming up with ways for them to either be a non factor, or creating enemies that outclass them completely anyway.
And this is because Toriyama made everyone, heroes and villain alike was too strong.
One Strip! One Strip!That's not really the issue here. Next to Tien, Gohan and Piccolo fall under that umbrella. Gohan's supposed to be more powerful than Mr. Buu while Piccolo is stronger than Android 18, and yet Buu and 18 were left out. There's no opponent Tien could possibly beat that Gohan couldn't vaporize with a stern glare.
Meanwhile, Kame-sennin has a battle power in the low three digits. Even Tien can fight circles around him without breaking a sweat. He stopped trying to keep up before Raditz arrived.
And then there's Krillin who's powerful enough that he could handle Tien with one hand tied behind his back but would lose an arm-wrestling match with Piccolo's left pinky.
The inclusions and exclusions of this arc have nothing to do with leaving characters who are "too powerful" home. The power scales of the protagonists present for the battle are all over the chart.

Jaco has even less reason to be here than Kame-sennin. He's from a side manga. He was never even part of the main Dragon Ball manga so his presence in Namek Nostalgia: The Movie/Arc is baffling.
So far as his character, I'm undecided. So far, they've just played him for comedy. Most of that comedy is derived from him cowardly trying to flee the scene and Bulma abusing him into staying. Not only is that not particularly funny, but I sort of feel like he's actually taking his character slot away from Yamcha. Yamcha could just as easily be the guy hiding with Bulma and trying to escape and getting abused and ridiculed into remaining. And it wouldn't be funny for him either, but at least he'd be here.
And, I mean, not wanting to fight Golden Frieza isn't a particularly unreasonable request. But when Kame-sennin is standing right there fending off his mooks for some goddamn reason, it becomes a lot harder to justify. Is Jaco supposed to be really weak? Like, Mr. Satan weak?

It wasn't even humor that Yamcha, and Chiaotzu were left behind, just Toriyama not caring.
Now if Toriyama was more like Eichero Oda, he'd include 18, and Yamcha, giving the latter scenes that were both badass, and comedic.
