Whis is not subservient to Beerus.
Whis holds all the power in their relationship. Whis chooses who the God of Destruction is, he could very easily kill Beerus with a single attack (as he has displayed the ability to knock out Beerus with a single, casual chop) and replace him with Goku if he wished.
Beerus is at Whis' mercy, not the other way around, and it's entirely likely, and in fact most probable, that the sole reason why Whis is Beerus' attendant is because he wants to. If he didn't want to, I imagine that, for someone who could casually destroy the universe, it wouldn't be very difficult to get some servants to do it for him.

Like, you all are just assuming Whis is the most powerful person in the universe. I mean, he is that we know of, but I thought we've moved past the point of just assuming that the strongest person we know of at the moment is the strongest ever. Because they never are.
Though, they probably won't be showing up until after Goku and Vegeta are stronger than Whis, which I'm assuming is something we all agree is going to happen eventually.

The assumption comes from the writer introducing a different Universe for new opponents after introducing this Whis character. Then introducing a Whis counterpart in the new Universe...who's also the strongest in that Universe.
That kind of seals the deal.

Also, I know Whis suggested it in Battle of Gods, but I'm not sure he could replace Beerus with Goku unless Goku is likely to outlive Beerus. And I don't think he is.
I think Whis might have been joking.
I dunno why Whis is attendant instead of being a God himself, but he is. Whis may be stronger than Beerus, but I don't think he has more power in the relationship/"official"/"political" sense.

I do believe Whis was joking when he offered Goku the position of God of Destruction. In fact, it was a callback to Kami offering Goku his position alll the way back to the 23rd Tournament.
However, just because it's a joke does not mean it's not something Whis can do. In fact, I would be surprised if it was something he can't do.
It's really not that complex - Whis is more powerful and the one in power. Being the one in power, he makes the choice to serve. Because that is what he wants to do. You say that there has to be an outside cosmic force that's forcing Whis into this position, but there does not need to be. You don't need an explanation for why Whis chooses to serve the God of Destruction, because it's not even an uncommon thing in our every day real world.
Here's a kicker: Maybe Whis himself is the cosmic force that's forcing the status quo, because it amuses him.

Their more or less on equal footing; Whis has no fear of Beerus enough to make fun of him, and Beerus can make requests of Whis, no questions asked.
