Also, for the record, despite his stereotypical design, Staff Officer/Commander in Chief Black is actually my favorite villain in all of Dragon Ball, including Z.
Being sane helps.
His only mistake is not giving up the fight against Goku when he had the chance.
If he'd lived, he'd have probably made the Red Ribbon Army even greater.

Well, because Toriyama is innocently racist.
As a black man myself, those damned lips are frustrating to look at (because Japan does that, though it's not something that happens much anymore thank god), but barring that and his name, everything else about Black was pretty cool.
He really should have given up that fight though.
One Strip! One Strip!You do have to remember that the Japanese rarely, if ever, see black men. It's not exactly a common skin tone in Japan. Given how old Toriyama is, I wouldn't be surprised if 90% of the black men he's seen were blackface caricatures.

To be fair to Dragon Ball, neither officer black nor Mr. Popo is a complete black face. If that's something to celebrate. Black's design is pretty standard otherwise and the Gag Lips are not exclusive to him or dark skinned characters, while Popo is nonstandard all around, having pointy ears and lacking a nose.
The black face elements in Dragon Ball most likely fall into the 'osmosis' camp. Not saying that excuses them, but I am trying to be fair.
