Cabba could have an Ultimate form that is stronger than Gohan since Ultimate Gohan isn't really a form, but Gohan with all of his latent power unlocked. And he may beat Vegets using skill and technique, just like how Piccolo nearly beat Frost.
The most powerful doesn't always win.
Anyone beating Goku or Vegeta through 'skill' is completey stupid. Goku and Vegeta aren't Unskilled, but Strong, they're insanely strong and two of the most skilled people in the universe.

Episode 37
Vegeta's next opponent is the Saiyajin from Universe 6, Cabba. Cabba shows he figths evenly with Vegeta even in base but says he can't transform into a Super Saiyajin.

So it seems like Cabba is really strong in base. Though Vegeta might be a bit tired after his fight with robot dude, but still.
One Strip! One Strip!You don't need to be Strong, but Unskilled to lose to a more skilled fighter. It's filler, but Goku beat Pikkon despite him being extremely skilled by taking advantage of his ultimate attack's weakness. And if Cell couldn't regenerate, Goku would have killed him with the Warp Kamahama.

Goku being super skilled doesn't mean that Vegeta losing due to 'skill' isn't complete bullshit.
This isn't the start of a manga where the characters are still getting used to their powers and shit.
It's like Goku getting caught off guard. The characters are long past that kind of flaw in their fighting abilities.

Even people who have been masters for decades can be blindsided if they're not careful. People are fallible and there is no prefect martial artist, not even in fiction. It would be more BS to say that Vegeta is a perfect fighter.
And Vegeta has been taking off-guard recently like him failing to stop Frieza from blowing up the Earth. He maybe more self-aware about his weaknesses, but to say that he can never to caught off-guard again is just not possible from a real world point-of-view.

Yes, he was seen failing in the same movie in which Goku was caught off guard.
Goku, who can feel the smallest ki on the other side of the world, was caught off guard.
You can say whatever you want, but the fact of the matter is, these people should not be making these mistakes.

Cabba is going to be interesting. Hilarious as it would be, it would take a lot of unreasonable authorial fiat for Cabba, who doesn't even know the Super Saiyan is a thing until he finds out from Goku and Vegeta, to somehow be more powerful than SSGSS Vegeta.
Which doesn't mean he won't beat Vegeta, just that if he does, it's probably going to be something tricky like what Frost did to Goku. Toriyama has to have something tricky and inventive planned for Cabba; why would a Saiyan who can't even transform beyond Base Form even be in this tournament?
