I've heard a lot of people want CC2 to make a DB.
While it could be visially good, looking at the roster of the last Naruto game, I think it could be a tad bloated if they kept that type of roster style (AKA - Character (Version) [Base, Awakened Mode]). Let's say they add further "awaken modes" so that certain characters could have at least one more transformation, maybe under the condition of charging a full meter while in normal awakened mode. Here's an example of how Goku might be in a CC2 DB game:
- Goku (Kid) [Base, Oozaru]
- Goku (Sacred Water) [Base, Sacred Water Boost]
- Goku (King Kai Fist) [Base, Kaioken] {Full Meter Awaken - Kaioken x20}
- Goku (Legend) [Base, SSJ]
- Goku (Training) [Base, Ascended SSJ] {Full Meter Awaken - Ultra SSJ}
- Goku (Full Power) [SSJ, Full Power SSJ]
- Goku (Resurrected) [Base, SSJ2] {Full Meter Awaken - SSJ3]
- Goku (Rebirth) [Base, SSJG] {Full Meter Awaken - SSJ (God Ki Absorbed)}
- Goku (Godly) [Base, SSJB]
- Goku (Wished Kid) [Base, SSJ] {Full Meter Awaken - SSJ3}
- Goku (Ape God) [Base, Super Oozaru] {Full Meter Awaken - SSJ4}
- Goku (Eternal Spirit) [Base, SSJ] {Full Meter Awaken - SSJ4}
To be fair, only a few main characters and antagonists have multiple slots in the UNS games, but this Dragon Ball we're talking about here. A lot of characters have had major changes either combat wise or transformation wise over the years.

Anyway Frost is weaker then Resurrection F Freeza. Freeza could at least keep up with base Goku and would likely have been in a similar state to Frost if Goku went Super Saiyan, with out going Golden.
Goku likely did not need to go Super Saiyan against Frost he did so to draw out Frost's full power.
Anyway Frost is still vastly weaker due to lacking the Golden Form. But I can see Piccolo beating him and I am hoping Piccolo wins. Also it appears Frost knew what was happening when Goku weakened so I am guessing some power of his caused it.
PMC's right: They do. Super Saiyan requires a Saiyan to be pure-hearted. Devilmite Beam has f*ck-all to do with pure-heartedness. It uses the evil in a person's heart to kill. Goku was able to resist because he had no evil in his heart.
Goku is pure of heart and devoid of evil. The two may overlap here and there, but they are not the same attribute.

I officially give up on trying to figure out how strong these characters are though. I mean yeah, Goku only used his Super Saiyan Transformation against Frost, but at the same time he's also coming off of three straight years of non-stop training with Vegeta as his sparring partner. It's hard to tell how much stronger Goku is here compared to the Resurrection F Arc.

Watching the latest episode, thoughts:
Frost is basically an intergalactic superhero who helps war-torn planets and saves children.
Vados made a deal with Frost that Champa will help with his good-deed doing if U6 wins the tournament, and Champa expresses a desire to help him even if Frost loses.
Cabba doesn't even know that Saiyans even can transform, much less can do it himself.
Even overpowered by Super Saiyan Goku, Frost continues to fight FOR THE CHILDREN! Frost confirmed best.
Goku gets poisoned and Frost seems surprised.
Man. They pounded the Frost is the bizarro Frieza button so hard, even Goku's friends were cheering for him.
Also, I actually think that, unlike Frieza, Frost's changes are unsealing his different forms (with his last form being his true one) but actually transforming, if for no other reason than to further emphasize how the two of them are the same but different.
So with this, the anime has essentially caught up to the manga right? Cause I believe what happened in this episode was the same thing it was said happened in the manga, or were we always talking about the anime.
....I just realized, Dragon Ball might be one of the few anime series were Not Just a Tournament is often subverted.
Oh I almost forgot. Since Frost seems like he's far less lazy (and prideful) than Frieza, he might have a much better grip on his power, so it's hard to full get a bead on how strong he really is, since it's likely that he trains more (in addition to being more willing to get on the front lines).
Now I kinda want to see Frost vs Frieza, but the latter is likely stronger.
Pretty much. Shame Earth got nuked before he could do anything, but it's not particularly well known anyway.

They've been making it pretty clear he's nothing like Frieza. Though it's baffling to think there are still dudes who want to challenge him in a world where he's one of the good guys.

Well he can apparently still use Super Saiyan in this state, even though they should both provide the same power multiplier, with the exception that one let's him use divine ki and the other doesn't.
