Personally, I say screw balance, this is Dragonball-fricking-Z. But... in order to make people play your game, you can't just have Majin Buu or Beerus wreck everybody that isn't Goku or Vegeta.
MMO's are fairly balanced I'd think, given how long the popular ones tend to run. But then, MMO's are designed with longevity as a goal, and in general, most bosses/raids will rely on players banding forces - no matter how powerful you are, the game insists that you join up with other people to overcome the boss.
When someone else mentioned Xenoverse, I thought you were just pushing for an expanded Xenoverse system. But since this is an MMO, I'd say the only thing working against you is that most MMO's I know of only have 4-6 playable races. Having more means more character models, more animations, etc.

After a while, Toki-Toki City was feeling kinda cramped, I want to fly from continent to continent. I wanna travel to other planets and see how different they were in other time periods. (especially Namek and Vegeta)
And don't forget them branching story paths!
I miss the cinematic stylings of the Tenkaichi series. Where moves like Flash Grenade are treated as a big deal and not just a tiny, insignificant pap.
My main complaint with Xenoverse is that nothing really feels epic.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.RNG isn't a single player-only issue, the Immune to Flinching thing is annoying but I never had a real problem while playing, I agree the Android and Buu Sagas were gimped of content in the What If? department though.
I also liked the story, which is why I walking from the single player with a "decent" opinion on it.
The RNG was so obnoxious I couldn't finish it.

Only problem I see with this is if there's race-specific bonuses:
While it'd be neat to have this level of customization, balancing would be a nightmare.
