The reason Freeza is so much stronger there is because he started to train again or something? So he was a lazy ass and slacked off and that's why he's so comparatively weak on Namek?
But...how old is Freeza? Because Supreme Kai knew who Freeza was. He also said that one of the old Supreme Kais Buu killed could kill Freeza with one punch or something.
So...how does this all fit together? Was he only talking about Lazy Weak Freeza?
Freeza trained for four months, that's how he became crazy strong. He never trained a day in his life before that. Freeza's age is unknown but also irellevant. Since the Kaioushin are deities, they can know what's going on in the universe they created regardless of the era.

Frieza was a mutant who was born naturally powerful, so he never bothered to actually train cause he didn't need to.
That's why when he went to 100% power, he eventually started to burn out (though Goku was already stronger anyway, and Frieza's ki dropping just put the final nail in).
When he was revived, he did spend some time training to up his power (a mere four months, but still).
I think that claim the Supreme Kai made was only in the dub, but if it's still accurate, than Supreme Kai was likely speaking of Namek Frieza. I'd always put the Supreme Kai's at some vague level in Cell's ballpark. Exactly where, I'm not sure however.

One Strip! One Strip!East Supreme Kai seemed to be scared of Dabura, who's about as strong as Cell. He's also stronger than Super Namekian Piccolo but was apparently by far the weakest of his fellows.
So I'll just throw a proverbial dart and say Supreme Kai = Semi-perfect Cell or thereabouts.

Freeza did train though, he says as much when he compliments Goku because only his family'd ever managed to even get dirt on him. Plus he clearly knows a variety of ways to fight beyond just raw power.
He probably never had a single day of effective training, however, in terms of raw power because he was so far above everyone else.

It's fun and it's technically exercise but you're not exactly pushing yourself.

I'm sure the others were in similar or stronger ball parks. Some of them might have been on the same level as Pre-zenaki Perfect Cell.

One Strip! One Strip!I suppose how strong East Kai is (and how that would correspond to Cell at any level) depends on how strong Piccolo became after he went into the room of Time of Spirit after being nearly killed by Imperfect Cell.
I mean, if Piccolo gains from that training weren't enough, he might have even still been weaker than Imperfect Cell for all we know.
If that was the case, I'm put East at the level of that version of Cell after he absorbed all those people to prepare for the Androids.
