Mowing down mooks by the thousands might be the only way to get a real sense of how strong the characters are compared to your average mook, though....

Platinum's style would be fitting, but Warriors even more so. In Platinum games, you're quick, strong, yet fairly squishy, which DB's heroes are not.
Though it would be worth it just to see what the claw, sword, and whip look like this time around, hee hoo hoo.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.It's also inspired an idea for an AU where Chiaotzu and Vegeta are each other. Chiaotzu is the edgy douche-bag rival Prince of all Saiyans who helps the villains constantly, and Vegeta is the meek psychic person who constantly hovers around Tenshinhan. Imagine Chiaotzu revealing that he's unlocked Super Saiyan by taking off his hat, his aura explodes, and his eyebrows turn gold, his huge pupils turn teal, and the one hair on his head turns yellow and jagged.

That'd actually be pretty clever.
Sure, it'd be useless for Chiaoutzu, since he's weak, but it's a nice application of an attack that we've never seen.

I think these two series are why, to this day, I still care about power levels. They both make you associate "numbers going up" with "awesome."
I still remember first time I watched GX, I lost my mind when Power Bond was used on Cyber End Dragon and it got 16,000 ATTACK POINTS. YOU CAN'T DO THIS. IT'S MADNESS!!!!!
And it's also why I love reading power level charts, even if they're all crazy fanmade stuff. Just how many zeroes can SSJ 4 Gogeta have in his power level? The answer is "not enough."

Anyway, I never thought of it like that, but Platinum/Clover wouldn't be my primary inspiration for a Dragon Ball beat em up "action" game even if I hadn't been reminded of the squishy nature Godhand and Devil May Cry force you to survive. I mean, a lock on feature would be nice but otherwise I would be working off of the video games. "Super Sonic Warriors", "Budokai", Budokai Tecanchi", "Xenoverse", they all emulated those kinds of fights that solidified around the time the Ginyu Force arrived pretty well.
The best for a Dynasty Warriors type game would be that time when Goku was fighting the Red Ribbon Army, which is kind of why I resent the Power Creep in Dragon Ball. It's nice on the one hand to see warriors like Cell, Majin Buu, Beerus, but we never go back and see anymore guys who are "merely" at the level of Captain Ginyu or Nappa, let alone Mercenary Tao. And you know Tao was Crazy Awesome when he first appeared. Hell, if you can get past the fact they make no sense from a continuity standpoint, the Garlic Jr and Other World Tournament filler sagas were about as enjoyable as anything else in TOEI's anime...but I digress.
Later Dragon Ball doesn't lend itself to combating armies(or even squads) of diverse combatants until you get to climactic boss battles because they don't happen. Those things happened less and less in Journey To The West as that went on, it's not a regular thing of Superman, it is in Terminator but only from the villain's perspective. If you were going at that angle you'd need to severely warp the existing material(which "Legacy Of Goku" does) or write a completely new story that happens to share a setting and maybe some characters(which is what Hatchyak's game and Dragon Ball Online do).
In fact, ever since Piccolo showed up the plot of Dragon Ball has been Goku and friends minding their business until an asshole shows up. Asshole is succeeded by someone even stronger. Goku and friends must become stronger to confront this newer, stronger asshole. A new friend will be made at some point, usually one of the assholes or one of their targets/victims.
In Devil May Cry, there isn't such a clear progression. Dante gets stronger as the game goes on, he gradually becomes more powerful as the story progresses, but the main threats don't ever get worse than anything Sparda/Mundus could have potentially done. Most of the progress is really the player getting better with new weapons and getting better at reading new herds trying to kill them.
In the style of the Dynasty Warriors games isn't really fit for flight, unless the Dragon Ball crew meets Sky Pirates, fight Under the Sea go into space or end up in some strange realm where large objects perpetually float. That might be kind of cool, actually, but it would require a lot of creativity, which haven't been a strong point in most Dragon Ball games.
