Anyway, problem is, even if they have the exact same budget, what they spend it on is very different.
So I imagine that the budget Toei gives to its animators is quite a bit smaller than the budget per episode would suggest. Even animators who're just doing it for the paycheck are likely to put in a lot of effort if it's a big fat paycheck.

People looking at the credits realised the animation team that did Episode 24 had just done Episode 19. That gives them 5 weeks to work on it. Apparently, the average schedule for an episode is about eight weeks.
No wonder the episode looked crap.

Let the joy of love give you an answer! Check out my book!It's weird. The Battle of Gods arc was a bit too long and was full of padding, but the Resurrection 'F' arc has actually been a lot quicker. And instead of just padding out everything, they put a whole bunch of deviations in about 2 episodes. And now they're sort of ignoring those deviations.
Although having Goku and Freeza spending so much time fighting in base made Vegeta's tantrum make a lot more sense. Just transform already!
