Kid Buu didn't learn that move from Goku. Kid Buu uses Instantaneous Movement and learned it from seeing the fused kai save Goku and Vegeta from the world exploding.
And yes, Kid Buu learned it because he's just that good. Buu being able to copy moves after only seeing them once was an already established thing.

Freeza is a hybrid mutant creature
, so he doesn't really have a "race" per se. His family is one-of-a-kind as a result of the whole mutant thing, so "Freeza clan" really is the most appropriate term here. Basically, the "race" didn't have a name before Freeza, because it effectively didn't exist before Freeza. This explains why Freeza, Kuriza, and Cooler (and possibly Cold, if you take away the horns) are the only ones who have the "4th form" look; Chilled was probably what Freeza's "race" looked like prior to mutating into their current incarnation.
His 1st form, which was an artificial form made by Freeza, probably was intended as a homage to his distant heritage.

T: There aren't many of them, but perhaps they are a new hybrid that came into existence from an accidental spontaneous mutation in our grandfathers' time. As for Freeza's men, he doesn't consider them an "army" so much as convenient followers.

My personal fanon is that nearly the entire planet trade organization are humans, or rather are humans and those weird animal people that also populate Earth who mutated into unrecognizable forms over the last few thousand years and have forgotten their heritage.
Of course I'm also the one that says Saiyans were a human clan who revered monkeys that were blessed for their by primordial universal forces that were also responsible for Majin Buu with the ability to turn into werewolf monkey forms that would crush their enemies. Enemies who killed their sacred monkey pets whose spirits cried out for vengeance! and or prayed for the continued survival of their human friends.

It's... not a bad theory, but I went with a simpler one.
He knew it because it's not a technique passed down every 1,000 years to a specific chosen one, Goku picked it up literally because he happened to land on the planet, and they taught him how to move instantaneously free of charge.
It's also because Cooler's a f'cking boss.
And let's face it, Kid Majin Buu figured out how to do it just from seeing Goku use it, what, 2-3 times? Evidently it's not that hard, or Kid Buu is just that good.
