Sorta-kinda-decentish best describes the rest of it, yes. Super Saiyan 4 (even though I hated the design) and Golden Ape were good. Baby (even though he was a ripoff of Hatchiyack) had a lot of potential, as did Super 17 and Omega Shenron.
What sucked was how there was so little logic and plot holes around that dragged it all down.

It was originally released on home video cassettes in Japan on August 6, 1993, between episodes 1995 and 1996, as Official Visual Guides to the Famicom game Dragon Ball Z Gaiden: Saiyajin Zetsumetsu Keikaku. Ok, who let Light Yagami in here?I mean, Dragon Ball has a history of copying scripts and characters for the movies. Lord Slug is a knockoff of Demon King Piccolo, Janemba is a knockoff of Buu, Super Android 13 is a knockoff of Cell and the Androids, both of Cooler's forms are knockoffs of Freeza and his cyborg form, Turles is a knockoff of Vegeta, etc.
