According to Roshi, Goku had actually gotten stronger since he beat Piccolo when they all met up at the beginning of the Saiyan arc.

The vast majority of the population is also ignorant to all the terrible things in the universe and how often their planet has actual come to being destroyed.
Edit: I admit there's nothing wrong with him not wanting to be a fighter but your point doesn't really support whether he should or not.

Goku loves violence. It's not just in his genes, it's his identity. His nature and nurture together. It's been his passion since he was twelve years old and he's had a ton of great experiences with it.
Vegeta loves violence. Again, it's not just his Saiyan genes, it's his identity. He was a conqueror. A warlord. Raised in an environment where being the strongest killer was encouraged and disobedience harshly punished. He was shaped from the ground up to be the ultimate warrior and he loves every moment of it.
Gohan was traumatized at an early age. Abridged Future Gohan summarizes this very well:
- GOHAN: When I was four years old, my uncle kidnapped me. Then Mr. Piccolo killed him and my father. Then some more Saiyans came and Mr. Piccolo died, and all of our friends died. Then we went to Namek where some more people died. And now everyone else is dying.
- TRUNKS: ...but it was better, right?
- GOHAN: No.
That's Gohan's experience with violence. He never got the fun days of sparring with your best friends and fighting in tournaments. Violence is something that just started happening to him at an early age. His father died. Tien, Chiaotzu, Yamcha, and Piccolo died. Loads of Namekians died. Krillin died. For Gohan, when violence happens, people suffer and people die and no part of it is enjoyable.
So he'll do the violence if he has to, but he detests it. He can't fathom Goku and Vegeta's love of violence because, as far as he's concerned, violence is a thing that bad people bring into his life and people always die because of it. And, as a consequence, he doesn't have the drive to get super-good at violence either.
Given a choice, Gohan would pick a life of peace where nobody has to do violence ever again. There would be no Super Saiyan warriors or Ultimate power-ups or genocide empires or Fusion Dances or homicidal bio-androids. Everyone would just work together in peace and be happy.

Huh? Gohan dislike of fighting has nothing to do with morals, it's just trauma - 99% of his experience with fighting is getting pummeled by people much stronger than himself. I don't think he actually won a fight until Cell games. What he doesn't realize is that not training ensures that this trend will continue into the future as well.
That's the difference between Gohan situation and real people. He has no safety net of law enforcement to protect him, when someone shows up to pick a fight it's him and people close to him that put their necks on the line.

I think Gohan trying to balance his desire to be strong enough to protect his friends and family and his peaceful life would be an interesting arc. However I also think it'd be pointless if Gohan gets slightly stronger just to be worfed over and over again. Yes, it would have made sense for Gohan to keep training whenever he has time but if it amounts to Gohan not catching up because he can't spend his entire time training the result is more or less the same at the end of the day.
Gohan only became a superhero because he has the advanced senses to pickup on West City's crime and couldn't sit back and listen to it happen. Even then, it was a contrived coincidence that he'd arrive just as a car jacking was taking place and even more contrived the by standards who happened to catch his actions also went to his school.
Superhero was just a way to hide his identity in case it happened again and, later, a way to keep this strange girl he has conflicted feelings about safe. Granted, it have been nice to see him come to love being a superhero, for whatever reason, but we never got to that point because the plot took a 180. He's still being a superhero though, so that could have been ripe ground for super to explore, had TOEI not decided redoing the movies was more interesting.
The tournament was, again, something this strange girl dragged him into and something he really only accepted because his dad only had one day left in the living world and he knew he was into that sort of thing.
And Piccolo taking the bullet for him may very well not inspire Gohan to train again, simply because the rehashing of movie material is just padding until Toriyama can get his storyboards together. He's ignored TOEI's innovations before and though this probably wouldn't be the best time to continue that tradition, he just might.
And just because their are people in real life who don't believe in training every day in hopes to exceed their limits doesn't disqualify that their are real life athletes, soldiers and such who do. And then, most people in real life still believe in maintaining some degree of fitness even if they aren't necessarily trying to better themselves. Gohan, as a new father, has ample motivation, less he find himself worn out by a stubby legged girl.

It can be hard to keep it up when stressed. It's just sad to see it hit Gohan at such a young age.
