I think it is, but I'm not entirely sure.

Even putting aside Tagoma surpassing Piccolo from four months of being a punching bag, we get Gotenks showing up for one stupid gag attack and immediately unfusing, Ginyu somehow being able to release full power of Tagoma body, Gohan being so weak he can't even hold a transformation for long and Piccolo having to take a shot for Gohan after he told him last episode he's not a kid anymore.
This is really badly written and put together. I hope we get to new material soon, so we at least won't have a superior movie version to compare it to.
Yeah, it was pretty bad.
Gotenks was poorly used, Ginyu has been poorly used so far, Gohan got shat on again, and Piccolo amounted to pretty much nothing, even when he should have at least been able to do something.

This being Dragon ball, i'd say it's perfectly believable. Especially since Piccolo has been stuck in the same power level for years now.
And i disagree the episode was pretty good and Trunks and Goten unfusing after their attack because they foolishly decided to fuse way to early is perfectly in character.
And Ginyu tapping into Tagoma's power makes sense. It is not the same as when Goku's body.
I'm actually tempted to skip this one, since it seems nothing of importance will be lost.
One Strip! One Strip!Ginyu couldn't use Goku's power because most of it was locked behind the Kaioken. As he got used to Goku's body, he actually increased his powerlevel little by little. Unfortunately, Goku's natural power was by then lower than Vegeta's, even though he would've wiped the floor with Vegeta's face using Kaioken, so even if Ginyu had managed to get all 100% of Goku's power out of the body, we wouldn't have known due to him being so much weaker than Vegeta without the Kaioken.

The thing is, if a planet is already part of Freeza's empire it isn't like Earth, it's going to be full of fighters whose job it is to exterminate planets like Earth of visible life so Freeza can sell them to the highest bidder. When you want an idea of what Freeza's planets will be like, you look at Planet Vegeta. Could Raditz conquer that? No. It's unlikely any single fighter could conquer much because once Freeza is removed from the equation, no one battle power dwarfs any other to such a drastic degree.
Now, establishing that Freeza's planets are full of warriors, do you assume Vegeta was an anomaly, the only one feeling workplace discontent? Even if there are not planets full of warriors who hated Freeza, you had better believe there were some ambitious bastards ready to put their own Freeza disapproved plans into action and some independent types who simply don't appreciate being told what to do. You also have to consider that both times we see Jaco he's trying to disrupt the activities of the Planet Trade Organization. If the Galactic Patrol is cool with screwing up Freeza's external operations while he's alive, I imagine they're more than happy to help dissolve his extermination corps after he's dead.
With all that to consider, it's no surprise the mutants interested in keeping Freeza's empire together were losing.
