Okay, I'm watching some more Super, and there's this actually really funny gag in episode 16 where Supreme Kai thinks that Elder Kai is peeping on someone and he's actually watching two rhinoceros beetles fight, and Elder Kai is confused why Supreme Kai didn't want him to watch.

If any of you could have decided on how the Resurrection of F's arc played out, what changes would you make? Personally I would have Freiza amass an army more than 1000 soldiers(in the billions, because taking over hundreds of planets shouldn't only take 1000) and make them attack several cities around the globe, to explain why the other stronger characters aren't around. Since they are in cities, they can't fight at full strength.(can they even revive them again?) Freiza would be trained by Vados, who is the only person that could have made Freiza strong enough to fight Goku.
Fun fact: A soldier on Raditz's level can conquer a planet single handedly.
So having an army of 'billions' would make zero sense. He doesn't need an army of even tens of thousands. The Ginyu force can probably conquer a planet in a matter of minutes. Dodoria and Zarbon probably don't take too much longer themselves. Teams of Saiyans generally did it in one night (Full Moon and all).
A couple thousand soldiers with a powerlevel of 1000+ is not only enough to take over the galaxy, it's enough to also maintain control over it. 'Cause a single one of those soldiers is enough to put down most forms of organized rebellion.

The problem with Freeza's "Empire" is that those planets have already been depopulated of weaklings and settled by other beings, and given the success of the results, stronger beings. Remember Abo and Kado, in 13 years or so they've become as strong as Freeza individually, and have the power to fuse. That's not of any concern to Goku, the other saiyans, Majin Buu, maybe not Piccolo, maybe not even 18, but if that's the kind of opposition the Freeza force is up against, Raditz aint gonna cut it, not even soldiers as powerful as full moon Raditz. The patrol might be playing a role too. They've got weapons that can destroy cities and depopulate entire worlds too and Jaco already showed he could smack down a half dozen Freeza soldiers with ease. A whole squad of him could be a problem, now imagine a regiment.
And a thousand soldiers not being enough? That was kind of the point, they were losing so hard they decided to revive Freeza.
Still, I do like the idea of Majin Buu, 18, Goten and Trunks fighting Freeza's forces at other cities, if only to see Buu's devilish grin again before tears through thousands of mooks.

Watch SymphogearYeah. It seems that Frieza soldiers (especially the low rank ones) aren't much to look at.
Hell, Master Roshi can fight against them, and Jaco (who's probably incompetent) wiped the floor with a lot of them as well.
Guys like the Ginyu Force, Zarbon, Dodoria, and Vegeta eventually, were the exceptions.
In fact, the average warrior on most alien worlds may not be much stronger then some of the more powerful Z-Warriors. Possibly even weaker.
It has been said that most of the stronger guys in Frieza's army (including Frieza himself) were mutants.
One Strip! One Strip!Actually, Raditz can very well conquer a planet on his own. If he, say, showed up on our Earth tomorrow, called himself "absolute ruler" and vaporized a few large cities to prove his point, well... we'd stop arguing with him about whether or not he rules the world pretty damn quickly.
And Raditz is a weakling, a very low level mook.
Don't think every planet's like Namek, which has strong fighters. Don't think every planet's like Earth, where there's obscenely strong fighters running around. Most planets? Well, I do remind you that a single Saiyan baby was considered enough to erradicate every living being on any given planet. Conquering a world is significantly easier than erradicating every living being in it.
In most worlds, a Freeza Soldier with a powerlevel of 2000 is basically an unstoppable juggernaut that will shrug off all of your guns, bombs and assorted energy weaponry, and then throw a glowing grenade at your capital that leaves it as a smoking crater in the ground. Most people will surrender very, very quickly when confronted with such a being.
And as for the Patrol... well, they could be a problem, for sure, but the average world sure as hell isn't. The end result of antagonizing Freeza's Army, though, would be to get one of the stronger members to come and wipe out your civilization, if not blow up the planet/artificial habitat/space station/whatever you're living on from under you to save time.

And even if most of those Warriors were at Nail's level, which they could be, we don't know... well, Ginyu would've still wiped the floor with the entire planet's habitants with one of his hands tied behind his back and doing trick beer pong shots with the other.
I know that their powerlevels are laughably low compared to the heroes, but you have to remember: These people conquered the galaxy despite their strategy amounting to "throw mooks at the problem until it fixes itself".

I'm starting to think that if you ripped off his skin, you'd find machine parts from an alternate timeline.
