See. this makes me wish Toriyama hadn't decided that the fans forgot about Launch. This potential for some hilarious interactions her, as the comic shows with her and 18.
As for the Nappa Punch, as I re-call, before he punched Tien's arm off, Tien blocked an earlier attack that seemed to burn him arm or something. That may have weakened it enough to make the injury possible. Also, Nappa was surrounded in an Aura as well, so maybe it made the punch like a heat rod that cut through quickly.

He lost power in his child form, this was stated when he fought Baby, even turning into a SS 3 wasn't good enough. I thought the whole point of Goku being a kid again was to provide tangible threats. Up until Super, the only 3 people that could challenge Goku were Vegeta, Gohan, and Uub.
Yeah, there was that scene when Goku backhanded energy blasts from Gohan, but, Good!Future Gohan kind of sucks in every depiction we've seen him in.

He then powered up considerably between Baby and Super 17 sagas, going from being weaker than Majin Uub as SSJ3 to being stronger than him as SSJ1.
Goku might have lost power after being turned into a child, but that only means his adult form was even more ridiculously powerful. GT power levels were all out of wack.
Goku was already ridiculously stronger than Cell in the Buu Saga, by lieu of being a SS 2 and a SS 3.
Yeah, he ends up being stronger than Majin Uub, but Maj'Uub was kicking Baby's ass until Baby reversed the Candy Beam on him. (#statements you never thought you'd type) Every major battle Goku fought in GT against a main antagonist, he turned into a SS 4, it seems logical he'd be a lot stronger than Majin Uub. In which battle did he fight as a SS 1?
As for Goku saying Rildo was stronger, I take that with a grain of salt, because later on Goku reacts to Omega destroying a city as if it's the most incredible feat of destruction he's ever witnessed.

You can't just disregard statements that don't fit with your opinion like that. Goku said it, and there's no reason to think he'd lie.
I do know that Launch is fixated on Tien and that Tien is oblivious/doesn't care.
Of course, I'm kind of surprised Launch never came back into focus in the manga. Toriyama clearly had enough recollection of her to mention her in the first chapter of the Saiyan arc, but beyond that...is he really that forgetful?
