The problems with your suggestions is that it's not always obvious what's left to be done and what the crowner has decided to do. For example, there could be an alt names crowner, but it's there for a trope being split off rather than for the trope tagged in the thread, and there's no indication of that in the crowner. Or there's still work to be done after the crowner is called beyond just scutwork.
I star them and spell out what needs to be done if it's clear from a cursory examination of the thread and crowner what's going on, but I can't read every single multipage thread and figure out what's going on for the hundreds of threads in the TRS. I just don't have the time.
Waiting on a TRS slot? Finishing off one of these cleaning efforts will usually open one up.
In this case, you might consider not calling a crowner. In fact, at your place I would ask to explain what the crowner is supposed to say, since confusing crowners aren't a good thing.
