Think of it more like how Halo shields. They are always on, and sap a small portion of the power, but they need a recharge period after being broken, in the mean time your mech can be damaged straight on. However, if you decided to turn off your shields you get added power, minus the protection.

Those would be comparable to the drop shields in Halo. They are carried on the mech like a back pack, and they drop to the ground and deploy the shield. They are reattached after they run out of juice, and need to be recharged, either by using the mech's power supply, or waiting until they return to the hangar.
