Well, considering that cut pages are now auto-locked to prevent people from overriding the Cut List, I don't think cut, locked pages ever go away unless enough tropers come up with a good way to reuse the name. If it's been added to the Permanent Red Link Club, it's almost definitely staying locked.
So, if a page is cut, locked and mentioned neither on the Recent Cuts page (which appears to list only the 500 latest cuts) nor the Permanent Red Link Club page, the proper conclusion is to assume it will be unlocked when one points an admin to a proper Trope Repair Shop or YKTTW thread asking for the name posts in the appropriate thread
?
And definitely not assume it was put in the PRLC and admins forgot to list it there?

"And as long as a sack of shit is not a good thing to be, chivalry will never die."Examples, Medinoc. What are you looking for?
"If you aren't him, then you apparently got your brain from the same discount retailer, so..." - FighteerHmmm, well Iimagined you'd be looking for something in particular. However, even if a page is not in the PRLC, that doesn't mean we're waiting for someone to ask to unlock it. Stubs, for instance, are cut without any record of the anywhere after they fall off the recent cuts. Pages cut by TRS may also not be in PRLC.

"If you aren't him, then you apparently got your brain from the same discount retailer, so..." - FighteerWould it be possible to replace the "click the edit button" text with a notice explaining why the page is locked against creation, with simple cuts defaulting to an explanation of the relevant policy and link to the relevant thread, which the cutting mod (or any mod in the first pass through already-cut pages) could change to something more applicable? "Click the edit button" is obviously misleading when the page is locked against editing. This might tie in to the "Overhauling page creation" thread in Tech Wishlist as well, which could change how the wiki recognizes nonexistent pages.

I keep stumbling over them, particularly /Main / Dumbledore's Army and the Year of Darkness, which is blank and locked and has no links. Everything (almost) has been moved into Fanfic, but the Main/ page just does not go away.
Also, there are some "orphaned" reviews for the same work that I'm wondering how to move onto the currently active Reviews page.
