There is a tutorial that literally walks you through every step of playing the game and will not let you do anything but follow its instructions. Apparently you skipped it. Start new game, click "enable tutorial", listen to what the people talking say and read the text on screen. If you can't figure it out based on that, you're hopeless.
I did do the tutorial.
I was at the UFO crash site. Now without explanation I'm back at the base.
Not the really restrictive one, where you can only move to certain squares, and Bradford gets most of the team killed?
I completed a mission. I am back at the base.
What. Do. I. DO.
Save the game, click on various rooms in the "ant farm," push some buttons, see what happens. If you like what happens, keep playing and save the game again sometime.
If you don't remember Bradford being stupid in a very restrictive mission, I think you might have done the "Meld Tutorial," not the proper tutorial. So you might want to try to restart the campaign to do that and let the game walk you through the first hour or so.
Generally speaking, the XCOM HQ is where you keep track of your strategic plans. That means assigning Laboratory research projects, queuing Foundry build orders, selling stuff on the Gray Market to get credits (i. e. money), and manage soldiers.

The be fair about the possible careless activation thing, the game's not especially intuitive about the whole "encounter pack and it aggros, getting free moves" thing. It's easy enough to play around after getting used to it, but I still think of it as a weird mechanic to this day.
You guys don't seriously think he's looking for advice, do you? I meant what I said about him trolling. I mean, it's a very harmless and silly kind of trolling, but he's still almost certainly fucking with us.

I still wish I could pick my starting location in XCOM 2...
Why has nobody made a mod for it? For WOTC that is.
Some fellow X2 players I know, when asked this question, generally say that there's little point to pick a specific territory to start in now that even continent bonuses are randomized.
However, I'll talk to my modder friends and get back to you on the matter soon.
Way I figure, it's more of a roleplaying thing, wanting the resistance to start on one specific spot.
Mod could also change it back to a strategic choice if it's possible to let the player see what the bonuses are before choosing a starting location.
And it might be nice to let players again choose what continent bonus they'll be working toward at the start. A mod adding an option like that would let people try things they never got to use before due to RNG, and surely wouldn't be any more overpowered than the option to start a campaign with a resistance soldier.

You can choose to start in a 2-section territory (e.g. Europe or Indonesia) and pick Tactical Analysis as its continent bonus. Boom.

True that. I only recently discovered you could have three mods on a gun as a continent bonus in the vanilla game as well, because I never ran into the continent bonus that did that before.
Yeah, basically I want to fight from my home territory. Or I just don't want to be stationed in the middle of nowhere Africa or Asia. Call me a bigot if you'd like. I can't imagine how European, South American, and Australian players feel since the game never selects those continents as a starting point due to them being two-territory continents.
Huh, now that I think about it, I've played at least seven campaigns and can't remember ever starting in North America, only Africa or Asia.
That's no more overpowered than the ability to load a turn for a do-over. Also, I think Tactical Analysis is one of the weaker continent bonuses because it's not a flat buff, but something that only applies if you make mistakes /smugface.
But I imagined this hypothetical "Choose Your Start" mod would apply the same restrictions to continent bonuses as are in the base game. On the other hand, there's no reason to exclude a "cheese" option that removes such restrictions.
Hell, I've installed so many mods for that very purpose. Up to including one where you get to pick what bonus each continent provides.
What can I say? RNG can go suck it.
The RNG does not care for being taunted

Then I reload and change positions from time to time to further avert it.
Cue the sounds of one thousand Grenadiers laughing, followed by a series of explosions that would make Michael Bay jealous.
@Raining Metal: the answer is "theoretically yes". It requires messing with code with help from the Community Highlander framework mod, but it could be done.
That's the thing. I've been asking them periodically about it, but they haven't given me any legwork, as I'm completely unfamiliar with the highlander stuff. The most I've done through my own modding is modify INI files.
