Wally West may or may not exist in the new 52, and he may or may not have ever been the Flash. DC has promised we will eventually get more information on this, but at the moment they want to tell Barry Allen stories.
Some version of the Teen Titans existed, which included several of the Wolfman/Perez lineup. It's not clear what happened to them, although individual members are still around. The version of Teen Titans that existed just before Flashpoint did not exist, and is being more or less assembled with new members in the current issues.
You know, there's a lot of charaters that you can insert into this question.
1. Whatever happened to Power Girl?
2. Whatever happened to Terra/Atlee?
3. Whatever happened to Donna Troy?
4. Whatever happened to Beast Boy?
Now in Power Girl's case, she did make an appearance in Mr Terrific's story as Karen Starr. That may not sound like much, but it does open the possibility of her returning at some point.

Oh, Equestria, we stand on guard for thee!There were a lot of great characters who are inexplicably MIA. As for DC's "promises" on their fate, seeing is believing. It would be great if they'd all be somewhere else in the Multiverse, on another Earth, in the hands of a great writer.
Heck, why not Earth-2? The JSA is there, so why not Wally, Donna, etc.?

Yep, Darkseid is back as of Justice League #4, so presumably we will eventually see more of the New Gods...but in what forms, and how much of the backstory is intact, remains to be seen. (Worst case scenario—Darkseid already won and wiped out all the other New Gods characters.)
@Known Unknown: We specifically don't know if Wally West is Ret-Gone. DC is playing it coy on that one, probably because they know that for most people who started reading comics after 1986, Wally is their Flash. It wouldn't please those fans if Wally was completely gone, but right now the push is for Barry, so having Wally in would distract from that—even mentioning Wally would bring the question of "well, why isn't Barry asking him to help?"
Here's another one: whatever happened to Cassandra Cain?
I mean, okay, she was Batgirl, but Barbara Gordon has taken back that role. I think Cass is an interesting character, and it would be a terrible shame to let all that go to waste!

Agreed. The ones that start at the beginning of a superheroes career (superman, The Flash) are fine, I suppose. But the other ones...they need to let us know what EXACTLY they're retconning. You can't act like you're trying to open things up to new audiences and then pull a continuity lockout on both them and current fans.
The whole thing's just kinda weird. I've only read a couple of the new comics for several series and the only one I REALLY like is The Flash.

Like Cassandra Cain, Steph is one of those characters that is stuck in the exclusivity zone—one person's called dibs and no one else can use her until they decide what they're doing with her, but whether that will ever come to anything is a crapshoot.
Cliff Steele (aka Robotman) is appearing in "My Greatest Adventure", and someone who looks like the Chief was briefly seen in one of his flashbacks. No word on Larry, Rita, Gar or any of the other members.
Per Degaton is not, and has never been, a Nazi. He's a Fascist, which is very close, but without the racism elements.
His last appearance was just before the last arc in the JSA book (with the Flash becoming mayor of a town) to taunt the heroes about how they were going to cause a lot of destruction and death by their own foolishness. This was of course half-truths. (Per Degaton was apparently somewhat unstuck in time—he already knows he will never actually win against the Justice Society, so gets kicks by gloating repeatedly over their darkest moments.)
Because I'm an optimist, I like to think that characters like Wally and Donna Troy were not retconned out of existence. I hope we'll see them again within a year or two. Maybe they'll be different, but supposedly most of the DCU is different anyway.
I'd be all for putting them both on Earth-2 and making Wally a legacy character for Jay instead of Barry.

I see. The last one I read was the one where he tries to frame the JSA for killing President Truman by using some kind of time-speeding device to cause the Atom to explode like a nuclear bomb. I guess that's quite a while ago now.
On the subject of time-travelling superheroes, is the 1940s Hourman still rebuilding the Grant Morrison android Hourman? The last story I read with the latter character was the one where they swapped places in the fight with Extant.
