-@Chris-
Not entirely.
Multiple wounds on a person can indicate a lot of things. Bruises can indicate beatings or abuse, for example.
But that doesn't mean the murders are personal.
In this case, it's like a calling card. In most cases, excessive stab wounds can mean many things. A overly enraged or violent person tends to leave more wounds on a body then others.

We are from different worlds. I'm not surprised we have different ways of testing blood.

-toStanton-Look if we're gonna be working together you need to tell us everything. Poor Communication Kills you know.

They do not mention any other wounds barring the five holes here.
I doubt that the killer used a straw to kill them.
Also, a straw would likely be easily clogged up.
-To Naoto.-
I see. Then we need to investigate why that is his calling card.
SA
Where did you see them?
-To G.-
They may not look like much... but they can move at transonic speeds, endure staggering amounts of bullet wounds, keep fighting if a limb has been blown off, and their lack of a conventional body makes them difficult to target.
-To Haseo.-
And loose tongues cost lives. I can't trust you. Yet. Hopefully you'll prove me wrong.
That information isn't even available to most of our men.

In our heart, Mr. Ando will always be a penguin.-@goggles-
Fangs have a different shape then knives. In order to consider that a possibility we'd have to check a victim, then check the incisions.
But we'd risk tampering with evidence to do that. and we don't want the authorities after us for tampering with evidence and defacing of a crime scene.

Briefing
Currently, we are attempting to fend off this invasion and find a way to destroy the TEAR. A rather difficult task.
Now. Your turn. What can you do to help in this conflict?
NW
Yes... gaining access to a body would be difficult to say the least. So perhaps we should stick to searching for a pattern for now, so we can predict where it will strike next.
If it is a vampire, the motive is fairly obvious.
In our heart, Mr. Ando will always be a penguin.-Naoto nods-
The first two obvious patterns are the Five holes in the body.
Did the article say that the past bodies were drained of blood? if so, then that's the second pattern.
Also let's look at other smaller things.
Were all bodies found in a alley? What gender were they all? Dates of deaths? These things could easily be patterns and should be looked at if we get the chance.

The draining of blood is apparently typical too.
Hm... gaining a map of the murder locations... we will need to find old newspapers.
We should check a library.
Briefing
I see.
Is there anything you believe I should know?

In our heart, Mr. Ando will always be a penguin.

Doesn't make it any less plausible.
It's clearly a case of backroom political albumizing.
