Well... there's nothing like that where I'm from. Dead people generally stay dead and don't make a habit of interacting with the living.
Though, the Doctor has encountered people from other dimensions who have used magic - namely Morgaine from 'Battlefield' so he's not totally alien to it, he just doesn't understand it.

What if there’s no better word than just not saying anything?Hazama is the world between Heaven and Hell. Dead people who can't get out become stagnated and create Illusions of certain points in life using other souls. Like Jack. He trapped other souls so he can kill them over and over.
