I think the problem with Torchwood is that it doesn't have many writers from Doctor Who on it.
And that means a lot of bargain-bin sci fi writers can use it to push their robo-tiddies onto the screen.

Harkness is such a good character. So much of it is body language and inflection though - i.e. shit I can't get across textually without sounding like a tool.
