There are a few glaring issues with what I'm seeing right now, but I'll try to list them as simply as I can.
- Level curves. All of these Pokemon have a Slow growth rate (being legendaries and all), so even though anything you encounter at this point with these guys will be blown away in an instant, it will take you an age to level up at all, leaving you incredibly vulnerable when the level gap starts catching up to you. Which it will.
- Lugia itself as a starter. At level 5, the only move it knows is Whirlwind (because having a level 5 Lugia is impossible anyway because Legendary), which automatically ends a battle — preventing it from gaining any experience at all. Therefore you can't level up with it (which will take ages anyway), and catching Pokemon to do the switch-out trick to level it up by proxy will be stupidly difficult as well because you have no way to weaken it or stall for time at all, because all you can do is end battles. Oh, and if you use Whirlwind in a trainer battle all it does is make them switch Pokemon, so again, you can't actually kill anything with it.
- Do I even need to mention the whole "challenge" thing of this? Fucking Mewtwo and Deoxys as a starter. Christ. Even Lugia, with its shitty moveset, is damn near indestructible.
- Catching any Pokemon to fill out your party will be very difficult too, because your endgame boss monster is more well-suited towards fucking annihilating shit, rather than carefully whittling down health bars without killing the target.
All of this, especially this early in the game — we're talking immediate fuck-up here — smacks of this whole thing being very, very amateur at best, as it seems like they just decided "hey wouldn't it be cool if you could have Legendaries as your starter" without thinking about the consequences of doing that, and lazy at worst, since none of this at any point occurred to them despite it being the very first thing you encounter in the game.
I'm damn lucky this is a save port and I'll be using my own imported 'mons.

Observe major mistake number two.

Mewtwo's only attack at this point is Confusion, a Psychic type move. Poochyena is a Dark type. Dark types are immune to Psychic moves. Normally this is irrelevant because the normal starters (Torchic, Mudkip, Treecko) can just smack their faces into it until it faints, but since this is a Mewtwo we don't have that option.
The first fucking fight in the game and it's already fucking rendered the game unwinnable, because if you lose this fight you have to keep playing it again, infinitely.
Therefore, the ONLY option you have where you actually progress in the game is Deoxys. And Deoxy's only attack at this point is Wrap, which suuuuuuucks. And Deoxys, while a huge powerhouse and crazy-fast to boot, has one of the worst defensive stats in the game.
So you are going to die. A lot.

Haha never mind, the original Sapphire threw in a failsafe where if you fuck up colossally enough and somehow get into red health in the first fight of the game, the Poochyena will flee and you'll win automatically, saving you from shitty RO Mhack design. Bless you, Game Freak.
