I feel that it's somewhat rapey because Fen recognized that Luis was in a compromised state (his inability to lie) and then used that to get something she wanted from him.
Something that, given normal circumstances, he would be unlikely to provide.
It's a violation of consent.
I'd be willing to bet twenty bucks no one gives a shit about what I say about this, so I'll just end it with that.
Luis beats himself up a lot over stuff like not being able to do anything when she gets severely injured or having lingering thoughts that she's not into him because he's an annoying person.
Also he saw that side of her that was tired of taking care of everyone's problems. Which causes him to try to keep his problems from her and makes him beat himself up more for the second reason.
The love part of this is important too. Gives him a reason to hurt himself and feel bad unlike a lot of other people. :/

I just explained to you why you're wrong. Fen and Luis want to be with eachother. Fen and Luis are adults who can do what they want. Fen also didn't make Luis say anything he wouldn't have in the first place. Just because Luis couldn't lie doesn't mean he was doing something he didn't already want to.
If he didn't want to be with Fen he could have said so and it wouldn't have been a lie, and Fen would have respected that.
Really the whole scene was supposed to be kinda awkward and clumsy but calling it rape is blowing it way out of proportion. Fen did not hold Luis down and force him into something he didn't want.

Regardless of the fact that he would done it anyway (which I will admit I find a bit dubious), it is still taking advantage of someone in a vulnerable position.
She didn't do this before when he could have conceivably said otherwise. She chose now because she knew that he had no way of saying that he didn't love her.
I didn't say that it was rape, either, because it's not. It has the connotations of it, though.
It's opportunistic, and preying on someone in a compromised situation.

As the reigning champion of disconcerting relationships, I think this situation gets an okay from me. Not because it's the best example of a relationship, but because it's logical for the two characters.
Fen is sick to death of having Luis pine after her for basically a year now. Luis has never gotten over her. Fen finds a magical way to extract the truth and get a final answer out of him. She takes it - not the first time she's gone for a dubious magical shortcut. She finds what he honestly wants and decides to go along with it. A little erky-perky, but completely in-character and between two players who are fine with how the interaction is going.
