Pretty sure you can return a city to its original owners after conquering it, even when they're wiped off the map. After all, they still exist for diplomatic purposes.

Denmark's like that to me.
I don't know where their capital is anymore, since the two cities I could see on the map were taken over by China.
Including Copenhagen.
England lost their capital to the Dutch, Germany was wiped off the face of the earth by Greece, Russia lost their capital to China.
And... It's basically only 9 out of 16 civs that still have their capitals.
