I mean, it's from the future. It has no need for stored ammunition, its shields means it can afford to be less bulky, its six wheels can tackle terrain well enough without treads and its jets give it an enormous advantage.
Comparing that to a modern day tank is kind of dumb.

And it is heavy, it's just that the mass effect generator can limit its weight and let it bounce.
And shielding such a massive machine against firepower that could kill a guy twenty times over is all its tiny generator can manage. Any more and there'd be no room for crew next to the generator.
Not to mention its enormous rail gun. Have you measured that thing? It's longer than Shepard is tall. It can bring down geth walkers and thresher maws and one shot a modern day tank, if not a modern day battleship.
Don't get me wrong, it's shitty to play as, but it's far from a shitty design.
