This isn't very civilized no.
But let me ask you guys something.
Is it hard to have your character be walking along or hanging out in another location only to have them come across something happening? Or another character?
Say Fen's hanging out at the mall.
X wants to have their character interact with Fen. All X has to do is find a reason to get their character to the mall.
or
An event is happening in a location and your character likely won't be able to see or hear it, but you want to participate. All you have to do is find a reason for your character to go there. It can be as simple as they want to get some fresh air.
Forcing characters and players into a tiny compressed area never works for long as people get bored of it, and start wanting to go somewhere else. You are going to get bored of just being in one place all the time because you are going to do all there is to do there. More is better when it comes to the world around the characters. It might mean you might miss out on some things. But that's not a big deal. Especially not in this game where you can probably get involved later, or do your own thing, or go be a part of another thing.

Usually people are in the midst of a very involved Thing™, and when I try to get into the Thing™, my characters sort of end up on the periphery and drift off into irrelevance. Granted, my choice in characters might be a contributing factor, so if I should mix it up and try someone who isn't habitually quiet or introverted, let me know.

Yes, little groups are going to form because characters are only going to become close to characters that actually spend time with them.
If you want to have your character interact with another and you don't because you feel like their arbitrary number of friend slots have been filled that's your own fault.
If your character is getting pushed to the side you've got two choices. Continue to try to make your character a part of the Thing or go try other people.

That last sentence is why this is a problem. There is a way to have your character be at a location without it being contrived, yes. The same cannot be said for suddenly having them deeply emotionally invested without it being contrived unless you want to pull a Czer. And they won't be accepted in. They will be stuck on the sidelines. So you go somewhere else. And they're taken. And you go somewhere else. And they're taken. Everyone is in little groups of two and three, and if you aren't in a group already then you're just fucked. End of story.

secondly, i don't really understand with this whole "everyone is in a group and you can't be a part of this group" mentality.
i agree that isolating people in areas other people can't get to is something that probably shouldn't be done as much anymore, exactly for the reasons stated, but I literally cannot see what you're talking about when you feel like you can't get a character to get into a "group" or interact with "groups"
if you don't make an effort or commitment for a character to interact with someone consistently, unless the character is physically incapable of doing so (my dream shit, for example) then that character's lack of strong relationships is your fault.
every time Rennor hears an event going on, then straight-up says "Nahp, not getting involved with THAT event", then it's not the fault of the "group" involved in said event that Rennor doesn't have any significant relations with them

There is absolutely no getting around the fact that people splinter off into cliques made up of the people they've gotten close to.
Yeah, this is a game and you can force people to not form cliques. You can force people to be stuck in one area. But its only going to last so long. Because the cliques will reform when people get close. And the new areas will come back when people get tired of the old one. And the only way to stop it is to force some iron-fisted rule that will suck the fun out of FG.

but you can't blame other people for Rennor's subsequent lack of attachments because of that
this is a problem that's not going to be solved by shrinking the map, we just need to cut back on the mind rape and the telepathy and the big monster invasions, that's all
