Fair point, but the HRE was pretty shite. I mean- in 1525 you have the Peasant's War which was basically a load of commoners around the Stuttgart area getting pissed off with nobility.
They supposedly had a constitution that was so utterly complex because it had to include 300+ Different states.

Practically everyone was shit at paying their soldiers sometimes.
There are stories of Governments being overthrown by Mercenary captains in the Italian states.
The Levelers grew in popularity following the civil war because the Long Parliament couldn't pay the New Model Army for shit. And they were trying to keep them up as a standing army too.
