It looks like each magical girl gets their own unique building or unit - Madoka's is the middle school, Sayaka's is an opera house, Kyoko's is a church that also provides food, Mami loans out her Tiro Finale like a mobile nuke, Homura gets a copy of the target civilization's unique unit if a city is taken over.

Although- Horus in this version died like a chump.
Dorn was all "The Emperor connecting to the Astronomicon purged me of the Daemon you guys! I'm atoning for my sins"
And Horus was all- "Okay, Imma drop my weapons and walk over to give you a hug."
And the Emperor kicks aside a stone pillar to reveal that Dorn had killed Konrad Curze and that he was still a traitor.
To which- before Horus could react he got stabbed in the chest and killed by a broken flag.
Warmaster Horus was killed with a flag.

Madoka leads, but the others all have their inputs and own ideas on what's the best way to win (e.g., I really don't think Madoka would be one to go for a conquest victory).
