After a few billion or even a trillion years of Chester deciding to avoid dealing with Bengt once and for all-
He decided to actually try and deal with it.
Chester being Chester didn't want to kill him because he still saw Bengt as having a purpose- it was merely that he was too extremist.
So- Chester imprisoned Bengt. And over this time, he was away from the universe and focused solely on reforming Bengt.
Not in a brain-washing way, but in a more Mentoring ethic.
Guiding him toward reformation into what he is now- which is not a Witch Hunter, but a Judge.
Chester led Bengt toward becoming a better person through enlightenment and guidance.
As a result of this- Bengt is more-or-less what he is supposed to be in the first place. A reactionary force toward things that could upset balance.
