The answer is, it depends.
Secret Power does 70 base power Normal attack, which is pretty good. But its real selling point is its effect. Depending on where you use it, there's a 30% chance of something extra happening. This includes, but is not limited to:
- Paralysis
- Sleep
- Flinching
- Confusion
- Lowered Speed
- Lowered Accuracy
- Lowered Attack
These are just the ones I remember. I know using it on a road or in a building can trigger paralysis, and tall grass like you'll see much later will cause sleep, but I'm not sure about the rest.
