...damnit; you may argue that Tyrion's wiser, but I'm going to have to opt for Sidious. I just read a fuck-ton about Game of Thrones, but Palpatine knows how to twist the law to exact vengeance against his enemies—ALL OF THEM—and he succeeded in doing so.
