Yeah no Factor is what I assumed. Amusing Injuries healing in cartoon style is good.
Psyga: Dr Insano seems just about fine as you're playing him. My advice, though, is to maybe not use the lightning fingers for now, unless extreme times call for extreme measures.
Bindle: Don't stress yourself about it. It's not like she's explicitly stated as a reality warper, she's just very cartoonish. No need to overthink it.

Okay, I think that as far as healing and repelling evil energy goes, I think it might be best to keep it low key. For instance, if someone has a wound, Gao could bandage it, and subtly apply healing to it, so that no one would notice. Perhaps he's a little worried about people questioning him about powers that even he doesn't know the cause of.

Back story seems fine. I think as far as his powers go, there isn't any part of the backstory that allows them. I think he'd be allowed to survive most Amusing Injuries, just not really visceral attacks. Don't worry too much about how you play him, just keep it light hearted and daft for the most part. I'll give you little bits of constructive criticism when required, just so long as you don't take them too hard and get depressed over them.
